The significance of a waste-free city

A waste-free city is to realize the recycling and harmlessness of solid waste and build a low-carbon, environmentally friendly, energy-saving and environmentally friendly city.

The concept of "no waste" is an urban development model under the guidance of the new development concept of innovation, coordination, green, openness and enjoyment. It is also an advanced urban management concept to promote the source reduction and resource utilization of solid waste by promoting the formation of green development mode and lifestyle, minimize the amount of landfill and minimize the impact of solid waste on the environment.

Waste-free cities are not absolutely free of solid waste, but emphasize reducing the generation of solid waste, improving the recycling rate of resources, reducing the risk of environmental pollution and promoting the sustainable development of waste recycling. In the construction of waste-free cities, urban planning, waste treatment, resource recovery, scientific and technological innovation and other fields need to be paid attention to and improved.

Generally speaking, a waste-free city is not simply without solid waste, but through a series of measures, the solid waste is reduced, recycled and harmless, thus achieving sustainable development. This requires the joint participation of the government, enterprises, social organizations and individuals to form the joint efforts of the whole society.

Development model of waste-free cities;

Six key tasks have been identified in the Pilot Work Plan for the Construction of Waste-free Cities. First, strengthen top-level design guidance and give play to the macro-guidance role of the government. The second is to implement industrial green production and promote zero growth in the total storage and disposal of bulk industrial solid waste. The third is to promote green agricultural production and make full use of major agricultural wastes.

The fourth is to practice a green lifestyle and promote the source reduction and resource utilization of domestic waste. Fifth, enhance risk prevention and control capabilities and strengthen comprehensive safety management and control of hazardous wastes. The sixth is to stimulate the vitality of market players and cultivate a new model of industrial development.

The "Proposal" proposes to select about 10 cities with conditions, foundations and moderate scale nationwide, and carry out pilot projects for the construction of "waste-free cities" throughout the city. By 2020, we will systematically establish an index system for the construction of a "waste-free city", explore a comprehensive management system and technical system for the construction of a "waste-free city", and form a number of replicable and scalable demonstration models for the construction of a "waste-free city".

By 2025, the intensity of solid waste production in "waste-free cities" will drop rapidly, the comprehensive utilization level will be significantly improved, the harmless disposal capacity will be effectively guaranteed, the synergistic effect of pollution reduction and carbon reduction will be fully exerted, the concept of "one network" of solid waste management information will be basically realized, the concept of "waste-free" will be widely recognized, and the solid waste management system and capacity will be significantly improved.
