Regulations of Bazhong Municipality on Administration of Urban Road Traffic Order

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Regulations on the Administration of Urban Roads and other laws and regulations, combined with the actual situation of Bazhong City, in order to maintain the urban road traffic order and ensure the safety, civilization, order and smoothness of road traffic. Article 2 Vehicle owners, managers, drivers, pedestrians and passengers in the urban built-up area of this Municipality, as well as units and individuals related to urban traffic infrastructure construction, comprehensive management of traffic order and other activities, shall abide by these regulations. Article 3 The management of urban road traffic order in this Municipality follows the principles of people-oriented, foundation first, scientific organization and comprehensive management, adheres to the concept of green traffic, and gives priority to the development of public transportation. Article 4 The municipal and county people's governments shall formulate and organize the implementation of urban road traffic safety management planning, strengthen the construction of urban comprehensive transportation system, optimize the structure of urban road network, improve the grades of expressways, main roads, secondary roads and branches, improve the accessibility of urban road network, and ensure that urban road traffic management is compatible with economic and social development. Article 5 The traffic administrative department of the public security organ of the people's government at the city or county level shall be responsible for the management of urban road traffic order within its jurisdiction.

Urban and rural planning, housing and urban and rural construction, transportation, urban management administrative law enforcement and other departments of the people's governments at the city and county levels shall be responsible for the relevant work of road traffic order management according to their respective responsibilities. Chapter II Traffic Conditions Article 6 The relevant competent departments of the municipal and county people's governments shall simultaneously plan, design, construct, check and accept, hand over and use urban roads and their ancillary facilities, road traffic safety facilities and public transportation facilities, establish a unified urban geographic information system, co-ordinate basic information and implement data sharing.

Planning, design, construction and acceptance shall solicit the opinions of the traffic management department of the public security organ at the same level; Involving public transportation, it shall also solicit the opinions of the transportation departments at the same level.

After the completion of traffic safety facilities such as traffic lights, traffic signs and markings, and moving traffic obstacles, the traffic management department of the public security organ shall be responsible for the management and maintenance. Article 7 The Municipal People's Government shall formulate measures for traffic impact assessment. The people's governments at the city and county levels shall, in accordance with the traffic impact assessment methods, organize the relevant competent departments to conduct traffic impact assessment on large-scale buildings and residential quarters such as newly built, rebuilt and expanded exhibition centers, passenger distribution centers, logistics centers and stadiums. Article 8 The people's governments at the city and county levels shall strengthen the planning and construction of urban blocks, organize relevant departments to widen and transform road sections that are easy to cause traffic congestion, such as urban branches, small streets and alleys, and improve the regional road microcirculation traffic system.

Encourage the construction of open residential quarters and realize the publicity of internal roads. Ninth to promote the construction of urban underground common ditch. New roads, parks and development zones in new urban areas should be built with underground integrated pipe trenches. In urban road sections with large traffic flow and dense underground pipelines, priority should be given to the construction of underground utility tunnel.

Newly built, rebuilt and expanded urban roads shall not be excavated within five years after delivery and three years after completion of overhaul; Within five years after the completion of the construction of similar underground pipelines on the same road, no new construction or reconstruction shall be allowed. If excavation or construction is needed due to special circumstances, it shall be approved by the people's government at the city or county level. Article 10 No unit or individual may occupy urban roads to engage in construction operations, set up stalls, pile up articles, dump garbage, set up obstacles and other non-traffic activities.

The urban environmental sanitation department shall reasonably set up garbage collection points, avoid narrow roads and sections with large traffic volume, and shall not hinder the passage of vehicles and pedestrians. Eleventh excavation of urban roads to open temporary intersections shall obtain the consent of the urban road management department; If the road traffic safety or normal traffic is affected, the consent of the traffic management department of the public security organ shall also be obtained.

Excavation of urban roads to open long-term or permanent intersections, which have been used for more than six months, shall apply to the planning administrative department. The planning administrative department shall solicit the opinions of the competent department of housing and urban and rural construction at the same level and the traffic management department of the public security organ. Article 12 The traffic administrative department of the public security organ of the people's government at the city or county level shall, according to the urban road conditions and the actual situation of public traffic flow, set up bus lanes to ensure the priority of public traffic. The new construction, reconstruction and expansion of urban main roads and secondary roads shall be planned to build bus lanes. Article 13 Departments of urban and rural planning, transportation, housing and urban and rural construction, land and resources, and traffic management of public security organs of the people's governments of cities and counties shall follow the principles of safety of people and vehicles, smooth traffic and convenient transfer, and scientifically, reasonably and normatively set up specific bus routes, first and last stops, midway stops, port stops and temporary taxi stops. Article 14 When planning urban roads, the planning administrative department of the people's government at the city or county level shall reserve rail transit passages to promote the integrated development of urban road traffic and rail transit and improve the overall efficiency of public transportation. Fifteenth new urban trunk roads and secondary trunk roads, non-motor vehicle lanes should be planned and built; Other roads with conditions, the traffic administrative department of the public security organ shall set up non-motor vehicle lanes. Sixteenth in hospitals, schools, kindergartens, nursing homes, logistics centers, shopping malls and other densely populated sections, overpasses or underground passages should be built to wait for pedestrians to cross the street; If it is really impossible to build, it should ensure the safe and smooth flow of pedestrians.

The construction of pedestrian crossing facilities should consider the convenience of the disabled.

In complex traffic sections, physical isolation facilities for people and vehicles should be set up.
