Article 1 To carry out the patriotic health campaign, we should adhere to the principles of taking people's health as the center, government leading, departmental cooperation, mobilization of the whole society, giving priority to prevention, and mass prevention and treatment. Article 2 People's governments at all levels should strengthen their leadership over patriotic health work, incorporate patriotic health work into the national economic and social development plan, and establish and improve the patriotic health work institutions, personnel and funding guarantee mechanisms that are commensurate with the level of economic and social development.

People's governments at all levels should improve the patriotic health work evaluation system and notification mechanism, and incorporate the effectiveness of patriotic health work into government performance evaluation indicators. Article 3 People's governments at all levels shall establish patriotic health campaign committee (hereinafter referred to as Aiweihui) as the deliberation and coordination body of the people's governments at the corresponding levels, and be responsible for organizing and coordinating patriotic health work within their respective jurisdictions. The office under Ivy Association (hereinafter referred to as Ivy Office) is responsible for the daily work of Ivy Association.

Aiweihui implements the division of labor and responsibility system for member units, and each member unit carries out patriotic health work according to law within the scope of their respective duties.

The town people's government, neighborhood offices, residents' committees and villagers' committees shall determine specific personnel to carry out patriotic health work. Article 4 People's governments at all levels shall formulate and implement health creation plans or plans, and organize health creation activities such as health cities, health towns (streets), health villages and health communities.

In the process of urban and rural planning, construction and management, people's governments at all levels should systematically assess the impact of various economic and social development plans, policies and regulations and major engineering projects on health, and promote the construction of healthy cities.

People's governments at all levels shall, in accordance with relevant national standards, improve and implement various health management systems, improve the healthy environment, optimize health services, popularize health education, guide citizens to develop healthy behaviors, and promote the construction of healthy cells such as healthy villages and towns, healthy communities, healthy units (enterprises), healthy schools and healthy families. Article 5 The municipal and district people's governments shall, in accordance with laws, regulations and relevant provisions of the state, strengthen the construction and management of emergency systems such as major epidemics, public health emergencies and natural disasters, and improve the emergency management and command and decision information system. In the event of major epidemics, public health emergencies and natural disasters, emergency command institutions shall be established in time to carry out relevant emergency management, coordination and risk prevention and control.

Health authorities should improve the monitoring, early warning and direct reporting system of infectious diseases and public health emergencies, improve the multi-channel monitoring and early warning mechanism, and strengthen the training and emergency drills of prevention and control professional teams.

Aiwei at all levels should play the role of mobilization and publicity, and cooperate with the handling of public health emergencies, prevention and control of major epidemics, and health and epidemic prevention support for large-scale activities. Article 6 Promote the construction of public health committees of residents' committees and villagers' committees and the grid management of epidemic prevention and control in grass-roots communities. The epidemic community shall conduct investigation, isolation management and disinfection of close contacts in accordance with the regulations, and take measures such as restricting crowd gathering activities and closed management when necessary.

During the period of epidemic prevention and control, measures such as cleaning, ventilation and disinfection should be strengthened in public places such as stations, docks and public transport vehicles. Article 7 During the period of epidemic prevention and control, citizens should do a good job of self-protection, reduce going out activities, and do not participate in gathering activities. Cooperate with relevant departments to carry out epidemic prevention and control, provide relevant information truthfully in accordance with regulations, and accept prevention and control measures such as monitoring, isolated observation and centralized treatment according to law to ensure early detection, early reporting, early diagnosis, early isolation and early treatment of the epidemic to avoid the spread of the epidemic.

Do not meet the requirements of epidemic prevention and control regulations and emergency management measures, the relevant units shall promptly persuade; If you don't listen to persuasion, you should report it to the relevant departments and deal with it in accordance with relevant laws and regulations and epidemic prevention and control regulations. Article 8 The Municipal People's Government shall strengthen the planning and construction of epidemic prevention and control infrastructure, and organize the construction of specialized hospitals for infectious diseases. Article 9 Property service providers shall, in accordance with the provisions of laws and regulations and the contract, do a good job in environmental sanitation improvement, garbage classification management, vector prevention and control and other related work in the service area, and keep the environmental sanitation of the service area in line with the requirements of relevant national standards.

Property service providers may obtain corresponding compensation in accordance with the provisions if they incur additional expenses due to the government's implementation of management measures such as emergency measures for public health emergencies according to law. Article 10 People's governments at all levels should improve the top-down administrative mobilization mechanism of patriotic health campaign, and adopt centralized mobilization and normal mobilization according to actual needs.

Aiweihui at all levels will rely on grassroots organizations such as the town people's government, neighborhood offices, residents' committees and villagers' committees, give play to the role of mass organizations such as trade unions, the Communist Youth League and women's federations, and mobilize communities, units, families and individuals to actively participate in the patriotic health campaign.

Ivy offices at all levels shall, together with relevant member units of Ivy Association, build a platform for social participation, and organize relevant social organizations and social work professionals to actively participate in patriotic health activities such as environmental sanitation improvement and health services; Encourage social forces to participate in patriotic health and public welfare activities through donations and the establishment of service institutions; Organize volunteers to participate in patriotic health activities such as garbage sorting, tobacco control and health knowledge propaganda.

Units and individuals that have made outstanding contributions to patriotic health work shall be rewarded by people's governments at all levels in accordance with relevant regulations.
