Lüliang College is a second institution. Luliang College is an ordinary undergraduate college established on the basis of Luliang College. The school was founded in 1978 (formerly known as Luliang Junior College of Shanxi Normal University). In 2001, it jointly launched undergraduate education with Taiyuan Normal University. In March 2010, with the approval of the Ministry of Education, the school was upgraded to a general undergraduate university.

The school has 15 teaching departments (departments) and 44 undergraduate majors, covering 9 major disciplines including literature, science, engineering, management, law, agriculture, education, history, and art. In 2016, it was listed by the Provincial Department of Education as a candidate university for the pilot transition to application-oriented universities. In 2017, it became a member of the Ministry of Education’s "Scientific Work Capacity Improvement Plan (Hundreds and Thousands of Projects)" The first batch of pilot colleges became the first provincial and municipal university in Shanxi Province in the same year. In 2019, it was approved by the Shanxi Provincial Degree Committee to become a master's degree granting project cultivation and construction unit. It has been selected as the provincial model of civilized university units for 12 consecutive years. In 2018, it was recommended by the Provincial Civilization Committee as an advanced school in the construction of national civilized campuses.
