2. The salary is not high. The wages of staff and workers in public institutions, especially the wages of retired soldiers after they return to their places, can only be paid to intermediate workers or according to their length of service. It is more likely to start as a junior worker, and the salary is really low, which makes people feel uncomfortable. In particular, our retired non-commissioned officers have higher salaries in the army. After returning to work, their wages will be halved, and they will turn the corner. Especially with the reform of public institutions and the streamlining and merger of institutions, it is bound to grab jobs from the original management posts and professional and technical posts, if you want to quit. However, it is difficult to change to a professional and technical post, and the conditions are relatively high. Moreover, workers need corresponding professional title qualifications, otherwise there is basically no chance. However, if you want to transfer to a management position, first of all, the unit must have vacant positions and the leaders must agree, which invisibly increases the difficulty of transferring jobs.
5. Limited upgrade. After the implementation of the post management system, employees can be transferred to management positions through competition, but in principle, they can only compete for management positions below the middle-level deputy position of the unit and cannot compete for the first time to assume leadership responsibilities. At the same time, in many places, there are also thresholds for rank promotion. For example, there are at most eight levels of competition management in deputy-level units and seven levels of competition management in department-level units.
