Dear leaders and colleagues, hello everyone!

I am very happy to attend today's keynote speech. This is my first speech in more than 30 years of life. I am very nervous and excited. I think I don’t have the ability to export any values, so let me talk about some of my experiences over the years when I came to the Corps to engage in marine and fishery law enforcement publicity and information work. Please forgive me if I am wrong about anything.

Let’s start with a poem: The day is not around, and youth comes naturally. The moss flowers are as small as rice, and they also bloom like peonies. This is "Moss" by Yuan Mei in the Qing Dynasty. The meaning of this poem is that in the shade where the warm spring sunshine cannot reach, life is still sprouting and moss is still growing green. Although the moss flower is as small as a grain of rice, it still blooms as enthusiastically as the noble peony.

This poem I like once gave me great comfort and encouragement, and I drew great strength from it to help me get through some difficult moments in my life. Today I want to share it with you. I want to say that even if it is as small and humble as a moss flower, it can still bloom enthusiastically and release the splendor and vitality of life to its fullest.

In October 2013, I transitioned from a high school Chinese teacher to a marine and fishery law enforcement publicity and information officer. When I first arrived, I was honored to receive a lot of care. Mr. Zhang happened to be in charge of publicity at the time, and I could learn from him closely about news planning and how to execute and implement it. Director Lin taught me photography, and I also had the care of colleagues in the office and department leaders. and help.

Even more fortunately, as soon as I came to Fuzhou and rented an apartment, I met a life mentor, an ordinary provincial government cadre who had retired for many years. When I felt confused and encountered difficulties, she told me stories about her youth to inspire me: at the age of 17, she graduated from a finance college and went to the grassroots to receive hard training where it was needed most. The forest was on fire, and she, a girl in her early 20s, took the lead in charging up the mountain. There was a flood in the countryside, and the county demanded that not a single pig die or a chicken be thrown away. She took the lead and jumped down the ditch, using her body to resist the surging flood.

I also remember that the first character communication I wrote when I came to the Corps was about the captain of China Maritime Surveillance Ship 8002. He told me how, with only a junior high school education, he gradually grew up to be the captain of a modern, high-tech law enforcement ship through hard work. When the country needed it and his rights were needed, he faced the dilemma of choosing between his family and his country. He chose to leave his small family to take care of everyone. As a result, he left himself with lifelong regrets, but he has no regrets.

The provincial TV station came to interview. After the reporter learned about the captain’s advanced deeds, the editor produced a video "Cruising on the sea, his father was critically ill, how did he choose?" "Published on Douyin platform Fujian News Channel. In order to increase the number of clicks and enhance the influence, the TV reporter sent me a message, hoping that we would promote it in the law enforcement system. I was very hesitant at the time and felt that I couldn't bear it. I told the captain my concerns, and the captain sent me a message, "It's okay! It's normal for us ocean and fishery law enforcement officers to gather less and stay apart more often. I'm just one of them." , post it, let the society see our hard work.”

After this video was released, it received more than 200 comments full of positive energy in just over an hour. That night, I hugged me. I scrolled through my phone one by one, tears streaming down my face, and my heart was filled with great emotion.

This is also the first time that I have experienced in such a strong and intuitive way how important publicity and information work is in guiding public opinion and shaping the image of law enforcement.

My landlord and the captain both have the same identity: Communist Party members. A party member is a flag. In the face of work and responsibilities, they do not compromise and carry out resolutely. This is their mission and responsibility. From them, I know what a true Communist Party member looks like and what kind of attitude they should have towards work and responsibility.

Currently, party history study and education activities are in full swing. I think when we remember the glorious deeds of outstanding party members in history, we must not ignore the outstanding party members around us, and we must seriously learn from them.

Those engaged in marine and fishery law enforcement publicity and information work are not only witnesses and witnesses of law enforcement work, but also recorders. At a time when the whole country is working hard to tell the story of China, we must also work hard to tell the story of our law enforcement.

To build a strong maritime country, the maritime and fishery undertakings have vast horizons and great potential. Over the years, I have carried a camera and witnessed the highlight moments of our province’s law enforcement teams participating in national maritime rights protection, photographed our province’s glorious journey of building the Fujian Marine “Blue Sword” joint law enforcement action brand, and recorded late-night raids against illegal sand mining, The thrilling moment of chasing a violent anti-French fishing boat at sea.

Picture after picture and article after article record the glorious deeds of our province’s marine and fishery law enforcement personnel who faithfully performed their duties, made solid achievements, and overcame difficulties. They also recorded my achievements in this process. What I think and feel, and more importantly, they have witnessed my growth and struggle.

In order to take a photo of the suspected illegal fishing boats seized in Sanduao, Ningde during the fishing moratorium, the director and I climbed up to the 6-meter-high scaffolding on the pier. The hollow steps were perfect for me, who is afraid of heights. My feet still tremble a little when I think about it now.

Take the China Maritime Surveillance Ship 8002 to chase illegal fishing boats in the waters near Dongyin Island, and play a game of "hide and seek" with fishing boats covered with steel pipes, and compete with each other in a battle of wits and courage.

What is even more unforgettable is the late-night law enforcement raid to seize the sand mining ship. When the law enforcement boat and the sand boat approached each other, the tidal range was more than 2 meters high. I think I will never forget the dizzy feeling I felt sitting on the bridge seat of a 300-ton law enforcement ship at around 4 a.m. and the feeling of trying not to vomit.

These are just my occasional experiences when I go out on a ship once or twice for promotional purposes, but they are our daily life as law enforcement officers. Our law enforcement officers are so incredible and amazing. I am truly proud of them. I remember one time when I went to take photos on a law enforcement ship, Captain Chen suddenly said loudly to me, Xiaoye, we have fought through wind and waves together. I'm very happy. I think this is the best compliment I have ever received, and it is a great recognition of my work. It's my pleasure.

Due to work requirements, I often have the opportunity to experience the hardships and difficulties of maritime law enforcement with everyone. I am often amazed at the cohesion that our team bursts out when facing hardships, but I am moved by There are also some ordinary moments: Super Typhoon Meranti made landfall in Xiamen in 2016. Before the typhoon made landfall, we rushed to southern Fujian to carry out anti-typhoon and anti-typhoon propaganda work. For some reasons, our team has a very powerful competitor when conducting anti-typhoon propaganda. However, on the front line of maritime typhoon defense, our law enforcement officers also undertake a large amount of work and have made outstanding contributions to ensuring the safety of fishermen and boat people's lives and property. Therefore, as publicity and information officers, we are under a lot of pressure, because we want to publish the news about our fight against typhoon before our opponents, and let everyone's hard work be seen by others and let the society know about it.

It was past one o'clock in the afternoon, and the province's law enforcement correspondent group was very lively. Everyone worked hard to provide information, photos, and suggestions for us on how to better publicize. Moreover, many of them are also law enforcement officers and were on the front lines of the fight against Taiwan at sea when they sent the message. Especially Lina from the Yunxiao Brigade. She was still pregnant with Liujia at the time. Not only did she provide a lot of information in the group, but she was also busy on the front line of the fight against Taiwan in recent days.

When everyone is working together toward a goal, the atmosphere is very contagious. At that moment, I secretly made up my mind that we must work hard in publicity and tell our law enforcement stories to more people, and we must not disappoint everyone.

In the past 8 years, there have been many scenes like this. It is these ordinary and small touches that give us not only a lasting enthusiasm for starting a business, but also a sense of belonging to this team.

The salary helps. All learning is like looking in the mirror at the beginning. It is nothing more than changing the teacher and changing the mirror after learning.

For me, the eight years I have been engaged in law enforcement publicity and information work have been eight years of continuous learning, continuous growth, and continuous progress. I am very fortunate that my youth has been associated with the sea. Struggled hard.

Going back to the poem at the beginning, the moss flowers are as small as rice, and they also bloom like peonies. I used to be a person with such low self-esteem, but now, my low self-esteem has eased slightly, although I still often feel unconfident.

But so many years of hard work have convinced me that being conscientious, diligent, down-to-earth, hardworking, and not giving up or giving up when encountering difficulties are the keys to finding your own position in life, realizing your personal life value, and improving yourself to solve practical problems. Now I regard myself as a moss flower. Although it is insignificant, I am willing to imitate the peony to bloom enthusiastically and heartily.
