The local district people's government shall take effective measures to eliminate its influence on flight safety; The civil aviation administrative agency shall put forward handling opinions and take necessary measures to ensure flight safety; The civil aviation air traffic control agency shall immediately issue a notice of navigation, announcing the position and height of obstacles and the safety measures taken.
