Article 2 These Regulations shall apply to the protection of the former site of the 731st Japanese Army invading China (hereinafter referred to as the former site) within the administrative area of this Municipality. Article 3 The scope of the former site includes immovable cultural relics such as the headquarters of the 731 th Army of the Japanese invaders, the Bacterial Cannonball Factory, the Jilin Street Liaison Office, the Baiduliao, the Japanese Consulate, the Chengzigou Field Test Field and other ancillary buildings, as well as movable cultural relics preserved and displayed by the former site protection and management institutions. Article 5 These Regulations shall be organized and implemented by the Municipal People's Government.

The municipal administrative department of cultural relics is responsible for the supervision and management of the protection of the former site.

Site protection management agencies are responsible for the daily management of site protection.

The local district people's government and the relevant administrative departments of urban and rural planning, urban and rural construction, finance, environmental protection, urban management and public security.
