Regulations of Harbin Municipality on the Protection of the Former Site of the 731st Japanese Invaders

Article 1 In order to strengthen the protection of the former site of the 731st Japanese Army invading China, and give full play to its important role in exposing fascist war crimes and carrying out peace and patriotism education, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the protection of the former site of the 731st Japanese Army invading China (hereinafter referred to as the former site) within the administrative area of this Municipality. Article 3 The scope of the former site includes immovable cultural relics such as the headquarters of the 731 th Army of the Japanese invaders, the Bacterial Cannonball Factory, the Jilin Street Liaison Office, the Baiduliao, the Japanese Consulate, the Chengzigou Field Test Field and other ancillary buildings, as well as movable cultural relics preserved and displayed by the former site protection and management institutions. Article 4 The protection of old sites shall adhere to the principles of giving priority to protection, effective utilization and scientific management to ensure the authenticity and integrity of old sites. Article 5 These Regulations shall be organized and implemented by the Municipal People's Government.

The municipal administrative department of cultural relics is responsible for the supervision and management of the protection of the former site.

Site protection management agencies are responsible for the daily management of site protection.

The local district people's government and the relevant administrative departments of urban and rural planning, urban and rural construction, finance, environmental protection, urban management and public security. Responsible for the protection and management of the site according to their respective functions and powers. Article 6 All units and individuals have the obligation to protect the former site, and have the right to stop and report acts of destroying the former site. The funds for site protection and donation shall be earmarked and shall not be misappropriated. Article 9. When making plans for site protection, examining and approving construction projects related to sites, and deciding on other major issues related to site protection, experts' opinions should be listened to. Article 10 Designate protected areas for old buildings.

Protected areas are divided into protected areas and construction control areas. The scope of protection is divided into key protected areas and general protected areas.

The protection scope and construction control zone of the former site shall be implemented in accordance with the scope approved and published according to law. No unit or individual may damage, dismantle or move protection signs, boundary markers or instructions without authorization. (five) damage, alteration, addition or demolition.

It is forbidden to smear, depict or damage the displayed cultural relics. Fourteenth within the scope of protection of the site, the following acts are prohibited:

(a) digging ditches, taking soil, drilling wells and other activities to change the topography;

(two) storage of flammable, explosive, corrosive and other dangerous goods;

(three) damage, removal or unauthorized removal of protection facilities;

(4) Dumping garbage and sewage, burning and having a picnic;

(5) Shooting or shooting cultural relics prohibited from shooting in areas prohibited from shooting;

(six) set up a stall to sell goods outside the designated area;

(seven) other acts that damage or destroy the former site and historical features. Due to special circumstances, it is really necessary to carry out other construction projects or blasting, drilling, excavation and other operations within the protection scope of the old site, and shall solicit the opinions of the protection and management institutions of the old site and implement them after being approved according to law. The construction unit shall take effective protective measures to ensure the safety of the site during the construction period. Sixteenth in the site of key protected areas, in addition to comply with the provisions of this Ordinance fourteenth, fifteenth, prohibit the following acts:

(1) Setting up large-scale outdoor advertisements;

(two) the construction of sheds, houses and other facilities that destroy the historical features of the old site;

The form, height, volume and color of buildings or structures newly built, expanded or rebuilt in the construction control zone of the old site shall be in harmony with the historical features of the old site and shall not endanger the safety of the old site. The design scheme of the construction project shall solicit the opinions of the site protection and management institutions and be approved according to law. Eighteenth sites within the scope of protection and construction control zone, it is forbidden to build facilities that pollute the site and its environment. The competent administrative department of environmental protection shall order the existing facilities that pollute the former site and its environment to be treated within a time limit.
