Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC) and relevant laws and regulations in order to strengthen the management of urban environmental sanitation, safeguard people's health and promote the construction of socialist material and spiritual civilization. Article 2 These Regulations shall apply to towns, tourist areas and independent industrial and mining areas where the people's governments at or above the county level (cities, districts and special zones) are located. All units and individuals in these areas must abide by these regulations. Article 3 People's governments at all levels shall incorporate urban environmental sanitation into their plans and budgets, and lead and organize the implementation of these Regulations. Fourth health, education, culture, publicity departments and social organizations should actively publicize and popularize health science knowledge, and create a good social trend for everyone to maintain public health and abide by social ethics. Chapter II Health Management Article 5 No spitting is allowed in Guiyang City, Zunyi City, Anshun City and tourist areas. No littering; No sewage splashing; Do not defecate anywhere; Smoking is not allowed in public places such as hospital wards, theaters, venues and auditoriums.

Other towns should also strengthen management and gradually meet the requirements of the preceding paragraph. Article 6 Units and households facing the street shall keep the buildings clean and tidy, and shall not pile up, misplace or hang articles that hinder the appearance of the city, and shall not paste, depict or scribble on the buildings. Article 7 Approved placards, galleries, advertising columns, road signs, traffic signs, etc. , regularly maintained and updated by the setting unit. Article 8 It is forbidden to pile up and burn wastes in streets, sidewalks and public places. Temporary occupation and excavation of streets due to construction needs shall be reported to the competent department for approval, and the site shall be cleaned up and repaired in time after the work. Article 9 The sanitary facilities of public buildings and civil buildings must meet the sanitary requirements. Do not meet the requirements, not construction and put into use. Private buildings should also meet the hygiene requirements.

No unit or individual may move, dismantle, damage or occupy urban public health facilities. If it is really necessary to be demolished due to construction, it must be reported to the urban construction department for approval, and it shall be handled in accordance with the principle of first building and then demolition, and shall not affect the normal use. Article 10 Animal-drawn vehicles allowed to drive in cities and towns must be equipped with dung bags and cleaning tools to clean up scattered dung at any time. Eleventh provincial cities, autonomous prefecture people's government and the administrative office of the city, it is forbidden to raise dogs. Breeding dogs and police dogs for scientific research must be approved by the relevant departments and quarantined and immunized.

Cattle, horses, pigs and sheep are prohibited in Guiyang city, and poultry must be kept in captivity. Poultry raised in other towns must be kept in captivity and kept clean. (four) the administrative department for Industry and Commerce shall be responsible for organizing the cleaning and cleaning of fairs and trade places; The vendor is responsible for cleaning, cleaning the booth and the surrounding area.

Units and residents along the street should implement the "three guarantees" in front of the door: sanitation, greening and city appearance. Fourteenth public toilets should be cleaned by the sanitation department, sprayed with drugs regularly and kept clean. Domestic garbage in Guiyang City, Zunyi City, Anshun City and tourist areas should be produced daily.

The domestic garbage of units and residents shall be poured into garbage points and bins at the time and place specified by the sanitation department, and the cleaning fee shall be paid as required. Article 16 Construction waste, boiler ash, wheel trash can, production waste, all kinds of business waste and construction waste generated by residents' families shall be transported to designated places for dumping, and shall not be dumped into residents' garbage points or trash cans. Units or individuals unable to transport, can be entrusted to the sanitation department. Seventeenth vehicles to remove garbage, feces, soil, gravel, fuel and waste residue, should have protective measures, not flying along the street, leakage. Vehicles in the urban areas of Guiyang, Zunyi and Anshun are not allowed to drive in the main streets during the day. Article 18 It is forbidden to build or expand factories and other enterprises and institutions that produce toxic and harmful substances that are harmful to human health and do not meet the requirements of the state in residential areas. What has been built should be actively managed to meet the health standards within a time limit. Nineteenth all kinds of toxic and harmful substances produced by medical and health departments, animal husbandry and veterinary departments and other scientific research units must be treated harmlessly according to the regulations, and can only be discharged after reaching the hygiene standards. Twentieth pollution of drinking water is strictly prohibited.

Drinking water must meet the hygienic standards stipulated by the state. The water supply department should do a good job in the health protection of water sources, and be responsible for inspecting and monitoring the water quality of source water, factory water and pipe network water. Health and epidemic prevention departments should conduct regular inspections and monitoring.

Units that solve drinking water by themselves should also handle it in strict accordance with the provisions of the preceding paragraph.
