Five contents of safety production propaganda

Legal analysis: This plan is formulated to promote safety publicity into enterprises, rural areas, communities, schools and families (hereinafter referred to as "Five Enters"), firmly establish the concept of safety development, vigorously strengthen public safety education, and further improve the overall safety level of the whole society.

Legal basis: Regulations on Safety Production License

Article 1 In order to strictly regulate the conditions for safe production, further strengthen the supervision and management of safe production, and prevent and reduce production safety accidents, these Regulations are formulated in accordance with the relevant provisions of the Law of People's Republic of China (PRC) on Safe Production.

Article 2 The State applies a safety production license system to mining enterprises, construction enterprises and enterprises producing dangerous chemicals, fireworks and firecrackers and explosives for civil use (hereinafter referred to as enterprises). Enterprises that have not obtained the safety production license shall not engage in production activities.

Article 3 The safety production supervision and management department of the State Council is responsible for the issuance and management of safety production licenses for non-coal mining enterprises, dangerous chemicals and fireworks production enterprises managed by the central government.

The safety production supervision and management departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the issuance and management of safety production licenses for non-coal mining enterprises and dangerous chemicals and fireworks production enterprises other than those specified in the preceding paragraph, and accept the guidance and supervision of the safety production supervision and management departments of the State Council.

The national coal mine safety supervision institution is responsible for the issuance and management of safety production licenses for coal mining enterprises under the central management.

Coal mine safety supervision institutions established by provinces, autonomous regions and municipalities directly under the Central Government are responsible for the issuance and management of safety production licenses for other coal mine enterprises other than those specified in the preceding paragraph, and accept the guidance and supervision of the national coal mine safety supervision institutions.
