Article 1 In order to strengthen the classification management of domestic waste, improve the living environment, ensure sustainable economic and social development, and promote the construction of ecological civilization, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" These measures are formulated based on the provisions of laws and regulations such as the "Urban City Appearance and Environmental Sanitation Management Regulations", "Urban Domestic Waste Management Measures" and "Wuhan City Appearance and Environmental Sanitation Management Regulations" and combined with the actual situation of this city. Article 2 These Measures apply to activities such as classified placement, classified collection, classified transportation and classified disposal of domestic waste within the administrative area of ??this city, as well as their supervision and management.

Domestic waste as mentioned in these Measures refers to solid waste generated in daily life or activities that provide services for daily life.

If this city has other regulations on the management of food waste, those regulations shall prevail. Article 3 The classification management of domestic waste follows the principles of being based on the rule of law, promoted by the government, participated by all the people, coordinated between urban and rural areas, and adapted to local conditions. Article 4 The municipal and district people's governments (including development zones and scenic area management committees, the same below) shall establish a comprehensive coordination mechanism for domestic waste classification management, be responsible for overall planning and coordination of domestic waste classification management, and incorporate domestic waste classification management into the national Economic and social development plans and required funds shall be included in the fiscal budget of the same level.

Subdistrict offices and township people’s governments are responsible for the specific work of domestic waste classification management within their respective jurisdictions. Article 5 The municipal urban management and law enforcement department is the competent department for the classification management of domestic waste in this city. Article 6 The municipal and district people's governments and relevant functional departments shall strengthen the publicity of domestic waste classification and enhance the public's awareness of domestic waste classification. This city’s labor unions, Communist Youth League, Women’s Federation and other mass organizations as well as social groups, social service agencies, foundations and other social organizations should give full play to their respective advantages and publicize domestic waste source reduction and resource recycling. and disseminate knowledge on classification, carry out social practice activities, and mobilize the whole society and all strata to participate in the classification of domestic waste. Article 7: This city's environmental sanitation, renewable resources, property management, catering, hotel and other related industry associations should formulate industry self-discipline norms, guide and urge member units to carry out domestic waste classification work. Article 8: This city encourages environmental sanitation, property management, renewable resource recycling and other enterprises to carry out market-oriented domestic waste classification services.

Use the price adjustment function and charge fees according to the type and quantity of garbage. Promote the reduction of domestic waste at the source, implement the organic integration of the renewable resource recovery system and the domestic waste classification collection and transportation system, support the recycling of low-value recyclables, promote the local on-site processing of domestic waste, and improve the scientific nature and convenience of domestic waste management. Article 9 Domestic waste in this city is classified according to the following categories:

(1) Recyclables refer to domestic waste suitable for recycling, including paper, plastic, metal, glass, fabric, etc.;

The specific classification standards for domestic waste can be adjusted according to the level of economic and social development, characteristics of domestic waste, and disposal and utilization needs. Article 10: This city implements a responsible person system for the classification and management of domestic waste. The person responsible for management shall be determined in accordance with the following provisions:

(1) For office and production sites of party and government agencies, units in Hanoi, enterprises and institutions, social groups and other organizations, the owners shall entrust property service companies to implement property management , the property service enterprise is the person responsible for management; if it is managed by the owner himself, the owner is the person responsible for management;

(2) In a residential area where property management is implemented, the property service enterprise is the person responsible for management; if the owner manages it himself In a residential area, the owner is the person responsible for management;

(3) For public places such as roads, squares, parks, public green spaces, etc., the ownership and management unit or the management unit entrusted by it is The person responsible for management;

(4) For business places such as farmers’ markets, shopping malls, hotels, hotels, exhibitions and sales, shops, etc., the opening unit or operator is the person responsible for management; airports, railway stations, long-distance passenger terminals, For bus stations, rail transit stations, and public places such as tourism, culture, sports, entertainment, and commerce, the management unit is the person responsible for management;
