Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean, beautiful and civilized urban environment, these regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this city. Article 2 These regulations apply to the built-up areas of this city.

Section 2 Building Appearance Management Article 14 The owners, users or managers of buildings, structures and facilities on both sides of major roads and within landscape areas shall manage the appearance of buildings, structures and other facilities in accordance with urban appearance standards. The exterior should be cleaned or painted regularly, and buildings, structures and other facilities that are damaged, dangerous or affect the city's appearance and environment should be promptly renovated or dismantled. Article 15: Buildings on both sides of main roads shall not set up physical walls. Transparent or semi-transparent walls, fences or hedges, flower beds (pools), lawns, etc. shall be used as boundaries in accordance with planning requirements. The environment inside and outside the perspective boundary should be kept clean and beautiful.

Article 16: Outdoor decoration of buildings on both sides of main roads and landscape areas must comply with this city’s urban appearance standards. Article 17 Demolition and new construction sites must follow regulations: set up fences and signs; neatly stack materials and machinery; clear and transport muck in a timely manner; tidy up the shutdown site in a timely manner and provide necessary coverage; level the construction site in a timely manner after completion, Remove construction waste, engineering debris and other waste, and dismantle temporary construction facilities. Section 3 Management of Outdoor Advertising Settings Article 18 The setting up of outdoor advertising facilities must comply with various safety technical specifications, and must not hinder the use of road traffic and municipal public facilities, or hinder the appearance of the city. Article 19 To set up large-scale outdoor advertisements, you must apply to the administrative department for city appearance and environmental sanitation and submit relevant documents. Only after approval can you go through the approval procedures in accordance with relevant regulations.

Large-scale outdoor advertisements shall be set up within the prescribed period in accordance with the approved location, specifications, styles, materials, and layout.

Within 10 days after the expiration of the installation period, the installation unit shall dismantle it by itself. If it is necessary to postpone the establishment, the approval procedures shall be re-processed in accordance with relevant regulations and procedures.
