Measures for the administration of patriotic hygiene in Xisha Islands, Sansha City

Article 1 In order to strengthen the patriotic health work in Xisha Islands, promote the continuous improvement of environmental sanitation, enhance the health quality of social civilization and improve the health level of the whole people, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the patriotic health work in Xisha Islands and its sea areas.

State organs, social organizations, enterprises, institutions and other organizations and individuals in Xisha Islands of this Municipality shall abide by these measures. Article 3 The patriotic health work mentioned in these Measures includes health education and health promotion, public health management, urban and rural health improvement, drinking water safety guarantee and disease vector prevention and control. Article 4 Patriotic health work adheres to the principles of government leadership, departmental responsibility, territorial management, scientific governance, participation of the whole people and social supervision. Article 5 The Municipal People's Government shall incorporate the patriotic health work into the national economic and social development plan and the annual work plan, and incorporate the patriotic health work funds into the annual budget at the corresponding level. Article 12 The health administrative department of the Municipal People's Government shall supervise and manage the hygiene of drinking water.

Drinking water supply units shall be responsible for the quality of water supply, regularly clean and disinfect water supply facilities, ensure the safe and reliable operation of water supply facilities, and ensure that the quality of water supply meets relevant national standards. Article 13 The Municipal People's Government shall rationally plan and construct drainage and sewage treatment facilities, treat sewage and pollutants harmlessly, prevent environmental pollution of islands and reefs, and safeguard public health and safety. Article 14 The municipal people's government shall, in accordance with the relevant provisions, strengthen the management of domestic waste, and realize the reduction, recycling and harmlessness of domestic waste.

Any unit or individual shall put garbage in accordance with the garbage classification standards. Fifteenth Municipal People's Government shall establish a marine garbage monitoring and management system, implement the responsibility system of marine garbage management departments, and arrange special personnel to clean up marine garbage regularly to prevent pollution of freshwater and seawater resources on the island.

No unit, individual or ship may throw or discharge garbage into the ocean. Article 16 The Municipal People's Government shall rationally plan and construct island reef public toilets, and formulate a system for the management and use of public toilets. The construction of public toilets and household toilets on islands and reefs shall meet the standards of harmless toilets. Seventeenth any unit or individual shall maintain public health and environmental sanitation facilities, and do a good job in indoor and outdoor environmental sanitation according to the division of responsibility areas. Health management of units and fishermen's housing and surrounding areas shall meet the following requirements:

(a) the unit shall formulate the patriotic health work system and implement the responsibility system for the person in charge of the unit;
