Chapter I General Provisions Article 1 In order to standardize local legislative activities, improve legislative procedures and improve the quality of legislation, these Regulations are formulated in accordance with the Organic Law of People's Republic of China (PRC) Local People's Congresses and Local People's Governments at All Levels and the Legislative Law of People's Republic of China (PRC), combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the formulation, amendment and repeal of local regulations of this Municipality. Article 3 The formulation of local regulations shall follow the basic principles of the legislative law, adhere to scientific, democratic and open legislation, and shall not contravene laws, administrative regulations and provincial local regulations.

The formulation of local laws and regulations should be concrete, pragmatic, in line with local conditions, highlight local characteristics and be enforceable. Article 4 The Municipal People's Congress and its Standing Committee shall strengthen the organization and coordination of legislative work and play a leading role in legislative work. Article 5 Legislative funds shall be included in the fiscal budget at the corresponding level. Chapter II Legislative Planning, Legislative Plan and Drafting of Regulations Article 6 The Standing Committee of the Municipal People's Congress (hereinafter referred to as the Standing Committee) strengthens the overall arrangement of legislative work through legislative planning and annual legislative plan, and improves the timeliness and pertinence of legislation. Article 7 Before preparing the legislative plan and annual legislative plan, the Standing Committee shall solicit legislative suggestions from the deputies to the Municipal People's Congress, the Municipal People's Government, the standing committees of the people's congresses of all districts and counties, other relevant units and the public. The time for soliciting legislative suggestions shall not be less than thirty days.

State organs, political parties, social organizations, enterprises, institutions and citizens within the administrative area of this Municipality may put forward legislative proposals to the Standing Committee. Article 8 Legislative bills submitted to the Standing Committee shall be put forward from the aspects of urban and rural construction and management, environmental protection and historical and cultural protection. , and shall submit legislative proposals at the same time. Its contents should include: the name of the local regulations to be formulated, the legislative necessity, feasibility and legitimacy, the main problems to be solved and the countermeasures to be taken.

The organ that has the right to propose local regulations shall submit an annual legislative plan to the Standing Committee in the third quarter of each year. Article 9 The relevant special committees of the Municipal People's Congress and the relevant working bodies of the Standing Committee shall respectively conduct a preliminary examination of the legislative proposals and put forward suggestions on whether to include them in the legislative plan and the annual legislative plan.

Legislative proposals should be demonstrated before being included in legislative plans and annual legislative plans.

Experts, scholars, practitioners, deputies to the National People's Congress and responsible persons of relevant units may be invited to participate in the demonstration of legislative proposals. Article 10 The legal affairs office of the Standing Committee of the Municipal People's Congress shall study the proposals of deputies' motions and the opinions and arguments of relevant parties, and prepare the draft legislative plan and the draft annual legislative plan according to the needs of economic and social development and the construction of democracy and the rule of law.

The draft legislative plan and the draft annual legislative plan shall solicit the opinions of the representatives of the Municipal People's Congress and relevant units. The time for soliciting opinions shall not be less than fifteen days.

The legislative affairs office of the Standing Committee shall study the opinions of deputies to the people's congresses and relevant units, and revise the draft legislative plan and the draft annual legislative plan.

The Standing Committee shall strengthen communication with the relevant committees of the provincial people's Congress and the legal affairs office of the Standing Committee of the provincial people's Congress when preparing the legislative plan and the annual legislative plan. Eleventh legislative plans and annual legislative plans shall be submitted by the legislative affairs office of the Standing Committee to the meeting of directors of the Standing Committee of the Municipal People's Congress (hereinafter referred to as the meeting of directors) for decision.

The annual legislative plan shall specify the drafting unit, the preliminary examination institution and the time for submission to the Standing Committee for deliberation. Twelfth legislative plans and annual legislative plans shall be organized and implemented by the relevant special committees, the relevant working bodies of the Standing Committee and the Legislative Affairs Office of the Municipal People's Government within their respective functions and duties.

The Legislative Affairs Office of the Standing Committee shall supervise the implementation of the legislative plan and the annual legislative plan. Thirteenth legislative plans and annual legislative plans need to be adjusted, the Legislative Affairs Office of the Standing Committee shall put forward opinions on adjustment, and report them to the meeting of directors for decision. Fourteenth legislative plans, annual legislative plans and their adjustments shall be announced to the public and copied to the Legislative Affairs Office of the Standing Committee of the provincial people's Congress. Fifteenth organs or personnel who have the right to propose local regulations may organize the drafting of local regulations.

Other relevant organs, organizations and citizens may put forward suggestions on the draft local regulations to the organs or personnel who have the right to put forward the draft local regulations.

The relevant departments and units shall, according to the arrangement of the annual legislative plan and the requirements of the drafting work, do a good job in drafting the draft local regulations and put forward the draft local regulations on time. Sixteenth relevant special committees and relevant working bodies of the Standing Committee shall participate in the drafting of local regulations in advance; A comprehensive, overall and basic draft of an important local regulation may be organized and drafted by the relevant special committee or the relevant working body of the Standing Committee.

The draft local regulations with strong professionalism can be drafted by experts in related fields, or entrusted by relevant experts, teaching and scientific research units and social organizations.
