Sixteen-character policy of forest pest control

Legal analysis: the prevention and control policy is "prevention first, scientific prevention and control, governance according to law, and health promotion". The competent forestry authorities of the people's governments at or above the county level shall be responsible for the monitoring, quarantine and prevention of forestry pests within their respective administrative areas. The competent forestry authorities of the people's governments at or above the provincial level are responsible for determining the quarantine pests of forestry plants and their products, and delineating epidemic areas and protected areas.

Legal basis: Article 35 of Forest Law of People's Republic of China (PRC) The competent forestry authorities of the people's governments at or above the county level shall be responsible for the monitoring, quarantine and prevention of forest diseases and insect pests within their respective administrative areas. The competent forestry authorities of the people's governments at or above the provincial level are responsible for determining the quarantine pests of forestry plants and their products, and delineating epidemic areas and protected areas. The local people's government is responsible for the prevention and control of major forestry pests. The local people's government shall promptly organize the elimination and treatment of major forestry pests such as outbreaks and dangerous situations. Forestry operators shall, with the support and guidance of the government, prevent and control forestry pests within their business scope.
