1. Basic situation of Chengnan Community

There are 1,239 households with 3,362 people in the jurisdiction, including 1,116 permanent households with 2,884 people; 177 floating households with 478 people; and there are 80 households with 163 people living on minimum living allowances. Mainly composed of Han people, there are 2,214 ethnic minorities, accounting for 66% of the total population. There are 62 units in the jurisdiction, including 36 administrative units; 14 public institutions; 8 enterprises; 2 troops stationed in the area; 101 individual industrial and commercial households; and 1 school. In recent years, it has won the titles of “Advanced Community in the Province”, “State-Level Party Building Demonstration Site”, “Excellent Youth Rights Protection Post”, “Women’s Contribution Demonstration Post”, “Urban Community with Satisfactory Residents”, “Safe Community”, “No "Poison Community" and other honorary titles; at the beginning of the year, it was awarded the honorary title of "National Unity and Progress Demonstration Community" by the Haiyan County Party Committee and County Government.

2. Strengthen the leadership core and improve the ethnic working mechanism

3. Adhere to coordinated development and promote comprehensive progress of the community.

First, carefully organize and strengthen publicity and education. Carry out 5 street publicity and education sessions, go deep into the community to print and distribute more than 300 copies of ethnic and religious policies and laws and regulations publicity materials, present more than 100 copies of the "Ethnic and Religious Laws and Regulations Publicity Manual" to Deji Garden residents, produce 4 publicity banners; organize staff to study We have collected legal materials such as the Law of the People's Republic of China on Regional Ethnic Autonomy, the Several Provisions of the State Council on the Implementation of the Law of the People's Republic of China on Regional Ethnic Autonomy, the Regulations on Religious Affairs, and carried out knowledge on ethnic unity and progress. The competition was held once, with more than 40 participants. Actively provide special training on ethnic policy theory and religious knowledge. 60 ethnic minority comrades in the community participated in 3 hours of training.

The second is to help the poor and do practical things for the residents. On the basis of doing a good job in routine family planning work and maintaining a low fertility level, the family planning management and services for the floating population should be included as the focus of the town's work. According to the target responsibility letter, innovative work methods and strengthened work measures can make family planning work, especially for migrant workers, a priority. Population service management work is at the forefront in all towns and villages across the county. All family planning indicators are controlled within the target range. We should conscientiously implement the concept of "people's livelihood first", start from solving the problems that the people most urgently need, most long for, and benefit most directly, focus on strengthening the subsistence allowance work, and strive to achieve all-encompassing coverage and dynamic management. There were 33 new subsistence allowance households with 79 people, and 12 households were dynamically reduced. After the investigation was completed, the investigation status was published and the investigation was subject to social supervision and reporting. According to the arrangements and arrangements in the Beijian [(2012) No. 34] document of the State Construction Bureau and the State Civil Affairs Bureau, a survey was conducted on 102 households with 274 people living on minimum living allowance. Among them, 23 households with 57 people were approved to receive housing subsidies, and 70 households were allocated low-income housing subsidies. Our community used the working hours of stability maintenance, drug control, and safety construction to sign more than 1,000 comprehensive responsibility letters and more than 200 house rental responsibility letters with residents in the jurisdiction, and focused on publicizing knowledge of various laws and regulations 4 times. A total of 11 times of mediation of various conflicts and disputes, the success rate reached 95%, and in-depth investigation and elimination of hidden dangers affecting harmony and stability in the religious field were carried out. So far, there has not been a single conflict or mass incident involving ethnic relations or religion.

The fourth is to maintain close relations with the masses and continuously extend the caring services of community party branches. The party branch plays the assistant role of the Communist Youth League, carries out community-building activities with schools, and carries out door-to-door services and elderly assistance activities for veteran ethnic minority cadres and elderly people in need, so that they can feel the care of the community.

In response to the needs of different groups of residents, we provide personalized and characteristic services so that the care of the party organization can reach every resident. We carry out the "Five-Color Heart-to-Heart Card" special service activity and distribute warm pink cards to key family planning service recipients that year. With the "Love Card", you can enjoy free gynecological examination services twice a year; for the lonely elderly and the elderly over 70 years old, a silver "Birthday Card" is issued, and you can enjoy free medical examination once a year, home cleaning and other services once a month; for poor teenagers and children and disabled children, a golden "Spring Bud Card" is issued, allowing them to enjoy free study tutoring, pick-up and drop-off services once a week; for families with disabilities in need, an orange "Special Group Card" is issued, allowing them to enjoy services such as paying utility bills and shopping for goods. ; For laid-off and unemployed families with difficulties, issue red "help cards" and provide free employment guidance, job introduction, etc.
