What does the party congress do and solve?

Article 12 The Party's central and local committees at all levels shall hold representative meetings when necessary to discuss and decide on major issues that need to be resolved in time. The number of deputies to the congress and the method for their formation shall be decided by the committee that convened the congress.

Thirteenth the establishment of a new party organization or the dissolution of the original party organization must be decided by the higher party organization. When the local party congresses at various levels and grass-roots congresses are not in session, the party organizations at higher levels may transfer or appoint the responsible persons of the party organizations at lower levels when they think it necessary.
