In order to further implement the spirit of the Law on the Prevention and Control of Water Pollution, the Administrative Measures for the Prevention and Control of Pollution in Livestock and Poultry Breeding and the Regulations on the Protection of Agricultural Ecological Environment in the whole province, promote the scientific, healthy and sustainable development of livestock and poultry breeding in our city, effectively improve the rural ecological environment and ensure people's health, this implementation plan is specially formulated.

I. Guiding ideology

Under the guidance of Scientific Outlook on Development, according to the principle of "reduction, recycling, harmlessness and ecologicalization", we should adhere to the combination of controlling the old and controlling the new, unblocking and combining with construction, management and supervision, and comprehensively apply economic, legal, scientific and necessary administrative means to carry out scientific and standardized management of livestock and poultry breeding in the city, effectively control the pollution of livestock and poultry breeding and effectively improve the rural environmental quality.

Second, the scope of governance.

All pig farms in the city, other livestock and poultry farmers who are strongly reflected by the masses, and livestock and poultry intensive areas.

Third, the basic principles

(1) The principle of territorial management. Livestock and poultry manure pollution control shall be organized by towns, townships and parks to control livestock and poultry manure pollution within their respective jurisdictions.

(2) the principle of enterprise subject. Livestock and poultry farm owners are the main body of pollution control, so they must earnestly assume the responsibility of pollution control and strengthen the investment in pollution control.

(3) Guiding principles of classification. According to different livestock and poultry breeds, feeding scale and distribution areas, the comprehensive management methods of feces are explored by classification, and the comprehensive management model of harmless treatment and resource utilization is scientifically determined.

(4) Source control principle. Strengthen the pollution control of existing livestock and poultry farms to achieve discharge or comprehensive utilization; Newly-built livestock and poultry breeding enterprises strictly implement environmental impact assessment and "three simultaneities" system.

Fourth, time deployment.

The governance work is implemented in three years. In 20xx, we will focus on water source protection areas, environmentally sensitive areas, and farms that are close to residents, seriously polluted and strongly reflected by the masses, accounting for more than 40% of the total number of farms in the city. 20xx and 20xx will manage about 30% of the total number of farms in the city respectively.

According to the breeding scale, production conditions and dry manure utilization mode, a "rain-proof, seepage-proof and leak-proof" manure stacking place with matching volume will be built, and all fermented manure will be returned to the field, effectively preventing the manure from polluting the environment.

1. Supporting the construction of three-format septic tanks and small biogas. The specific standards are as follows: (1) Pig farms with an annual feeding scale of 100 should build 10 cubic meter three-format septic tanks; For pig farms with an annual feeding scale of 100 or more and 500 or less, 20 cubic meters of 1 septic tanks should be built; In pig farms with an annual feeding scale of more than 500 heads 1000 heads, two 20 cubic meters three-format septic tanks should be built; Pig farms with an annual feeding scale of more than 1 10,000 heads should build 1 ~ 2 20 cubic meters septic tanks and a group of 50 cubic meters small biogas digesters.

2. Establish a fecal collection and treatment center. Taking towns as units, in areas where livestock and poultry breeding is relatively concentrated, the construction of a livestock and poultry manure collection and treatment center will be accelerated according to the standard of building a livestock and poultry manure collection and treatment center with 20,000 to 40,000 pigs.

The treatment of livestock manure is the main content of improving water environment, and it is also an important measure to build an eco-city and develop eco-agriculture. Towns, townships and parks should put this work on the important agenda, set up corresponding leading groups and working institutions, designate special persons to be responsible, formulate detailed governance plans, rationally arrange governance plans, actively promote the governance of livestock and poultry farms within their respective jurisdictions, and ensure the effectiveness of governance.

Towns, townships and parks should establish a strong sense of environmental responsibility, take various effective measures, increase publicity, and create a strong atmosphere for pollution control in animal husbandry. We should make full use of television, radio, leaflets, billboards and other media to vigorously publicize the laws, regulations and policies on ecological environmental protection and the relevant provisions on new farms. It is necessary to give full play to the guiding role of public opinion, improve the environmental awareness of the majority of aquaculture owners through typical examples, and guide the majority of aquaculture owners to change to ecological farming methods.

(3) Strengthen regional control. Scientific planning and layout of the development of livestock and poultry breeding industry, strict implementation of the provisions of the no-raising area. Towns, townships and parks bear the first responsibility for the treatment of livestock and poultry manure in their respective areas, urge the owners of livestock and poultry farms in their respective areas to earnestly fulfill their respective governance responsibilities and strengthen investment in pollution control. The Municipal Agriculture Commission is specifically responsible for the planning and unified management of livestock and poultry breeding, scientifically determine the comprehensive management mode of harmless treatment and resource utilization, and ensure the acceptance of management. According to relevant laws, regulations and standards, the Environmental Protection Bureau strictly implements the environmental impact assessment system and the pollutant discharge permit system, and investigates and deals with environmental pollution caused by livestock and poultry breeding according to law. The Finance Bureau is responsible for raising subsidy funds for pollution control, ensuring that the funds are in place in time, and strengthening the supervision and management of the use of subsidy funds. The Bureau of Land and Resources shall, in accordance with the relevant laws and regulations, handle the land use procedures for the construction, expansion and reconstruction of large-scale livestock and poultry farms, and investigate and deal with illegal land use according to law. Other departments should also do a good job in accordance with their respective responsibilities.

(5) increase support. Animal manure treatment is an important measure to improve the ecological environment, and it is also a popular project. In accordance with the principle of "whoever pollutes, who governs", livestock and poultry farms are urged to actively implement various governance measures in accordance with the governance plan. Municipal finance should increase financial subsidies, build a fecal collection and treatment center, and subsidize 50% of the construction funds for septic tanks and small biogas digesters. Towns, townships and parks should also implement matching funds and increase investment in pollution control funds to ensure the smooth development of the work.

(6) Strict supervision and assessment. The city has established a leadership contact system for governance work and a supervision system for various departments, and strengthened supervision and guidance for key towns and villages. City rural discipline inspection and supervision studio to track and supervise the pollution control of livestock and poultry breeding, and carry out weekly supervision on the progress of governance, and report the supervision to the municipal leading group office. Informed criticism, towns and responsible units with poor rectification and slow progress, shall be ordered to make rectification within a time limit.
