Articles of Association of Zhongshan Federation of Literary and Art Circles

Article 1 Zhongshan Federation of Literary and Art Circles (hereinafter referred to as Zhongshan Federation of Literary and Art Circles) is a people's organization led by Zhongshan Municipal Committee, which is composed of various literary and art associations, district and town-level literary and art circles, enterprises and industry literary and art circles. It is the bridge and link between the municipal party committee and the municipal government and the literary and art workers, and it is an important force for the prosperity of socialist literature and art and the development of advanced culture.

Article 2 Zhongshan Federation of Literary and Art Circles, guided by Marxism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, adheres to the Party's basic line, the direction of literature and art serving the people and socialism, and the policy of letting a hundred flowers blossom and a hundred schools of thought contend, abides by the Constitution and laws, devotes itself to the prosperity of literature and art in our city, and strives hard to build socialist spiritual civilization and realize socialist modernization.

Article 3 The Zhongshan Federation of Literary and Art Circles implements the group membership system. Municipal literary and art associations and district and town literary and art associations are group members of the Association. Enterprises and trade federations in the literary and art circles may join or withdraw from the association upon application by the presidium of the association committee.

Article 4 Group members shall abide by the articles of association of Zhongshan Federation of Literary and Art Circles, implement the resolutions of Zhongshan Federation of Literary and Art Circles, and complete the work assigned by Zhongshan Federation of Literary and Art Circles. Group members have the right to participate in the activities of Zhongshan Federation of Literary and Art Circles and put forward opinions and suggestions on the work of Zhongshan Federation of Literary and Art Circles.

Article 5 Zhongshan Federation of Literary and Art Circles shall contact, coordinate and serve members of various groups. Provide professional guidance to group members through organizing study, going deep into life, literary and artistic creation, theoretical research, exhibitions and performances, literary and artistic exchanges, personnel training, publishing books and periodicals, literary and artistic awards, and protection of rights and interests.

Article 6 Zhongshan Federation of Literary and Art Circles actively promotes and strengthens its ties with national and local literary and art circles through various group members, strengthens its ties with literary and art circles of Hong Kong Special Administrative Region, Macao Special Administrative Region, Taiwan Province Province and overseas Chinese, and actively carries out international cultural exchange activities.

Article 7 Zhongshan Federation of Literary and Art Circles shall reflect the opinions and demands of group members and artists and safeguard their legitimate rights and interests according to law.

Article 8 Zhongshan Federation of Literary and Art Circles actively strengthens the ties between literary and art circles and all walks of life, and works closely with relevant government departments to develop cultural and artistic undertakings in our city.

Article 9 Zhongshan Federation of Literary and Art Circles shall, in accordance with relevant government policies, set up cultural industries that serve the prosperity of literature and art. ..

Article 10 The highest authority of Zhongshan Federation of Literary and Art Circles is the Congress of Zhongshan Federation of Literary and Art Circles and its elected committee. When the Congress and the Committee are not in session, the presidium of the Committee shall exercise its functions and powers.

Eleventh representatives of the Congress of Zhongshan Federation of Literary and Art Circles are elected by members of various organizations and invited by Zhongshan Federation of Literary and Art Circles.

The Congress of Zhongshan Federation of Literary and Art Circles elected the Committee of Zhongshan Federation of Literary and Art Circles. Candidates for membership shall be nominated by members of various organizations according to the agreed quota, and the Presidium of the General Assembly may propose candidates for membership of relevant parties as required. Due to personnel changes, the representatives of the above-mentioned members in the Municipal Federation of Literary and Art Circles (including the positions held by the Presidium) will be replaced accordingly, which will take effect after being approved by the Presidium of the Municipal Federation of Literary and Art Circles.

Zhongshan Federation of Literary and Art Circles elected its presidium from among its members. The presidium shall elect a chairman and several vice-chairmen.

The resident chairman or full-time vice-chairman presides over the daily work under the leadership of the Propaganda Department of Zhongshan Municipal Committee. The Secretary-General and the Deputy Secretary-General shall be appointed by the presidium to assist the director and full-time deputy director of the Standing Committee.

Zhongshan Federation of Literary and Art Circles has many honorary members. It is composed of highly respected literary and art workers hired by the presidium of the Committee and people who enthusiastically support the development of literature and art in Zhongshan.

Article 12 The Congress of Zhongshan Federation of Literary and Art Circles shall be convened by the Committee and held once every five years. The plenary session of the Committee shall be convened by the presidium once a year. The meeting of the presidium shall be held at any time according to the needs of the work. When necessary, the plenary meetings of the General Assembly and the Committee may be held in advance or postponed.

Article 13 The sources of funds for Zhongshan Federation of Literary and Art Circles are: (1) State appropriation; (2) social assistance; (3) Other lawful income.

Article 14 The full English name of Zhongshan Federation of Literary and Art Circles is ZSFLAC.

Article 15 The Articles of Association shall be discussed and approved by the Congress of Zhongshan Federation of Literary and Art Circles, and the right to amend it belongs to the Congress. The right to interpret the Articles of Association belongs to the Presidium of Zhongshan Federation of Literary and Art Circles.
