Strengthen the legal education of teenagers and safeguard their legitimate rights and interests

Teenagers are the future of the motherland, the hope of the nation, and the builders and successors of socialist modernization. The party and the government are very concerned about and attach great importance to the growth of teenagers. Great achievements have been made in the education and protection of teenagers in China, and the juvenile crime rate has been relatively low in the world. However, in recent years, due to the influence of various negative factors and bad environment, the juvenile crime rate in China has become increasingly prominent, which has caused serious harm and great misfortune to society, families and individuals, and also posed a severe challenge to the strategic goal of governing the country according to law.

Strengthening democracy and legal education is an important and arduous task of ideological and political education in the new period. Since the Third Plenary Session of the Eleventh Central Committee of the Party, especially with the deepening of reform and opening up, legal education has increasingly shown its important position in the practice of ideological and political work. First of all, from the perspective of stabilizing the situation, it is necessary to deepen the popularization of law and carry out legal education. At present, the political and economic situation in all parts of our country is stable, and social security is basically stable. This is the mainstream and must be fully affirmed. However, as long as the foreign reactionary forces' plot for China's "peaceful evolution" persists, it will inevitably have a certain impact on us; At the same time, the current reform and opening up is still in the exploratory stage in the historical development of our country. At present, it is facing new problems such as weak market, serious "triangular debt" in state-owned enterprises and unbalanced income of employees in economic development, which are also easy to cause instability. To maintain a good political and economic environment for the whole society, we must establish and improve the socialist legal system while persistently educating the Four Cardinal Principles. To establish and improve the socialist legal system, it is very urgent to carry out legal education and enhance people's legal consciousness and legal concept. Only by vigorously strengthening legal education and handing over the law to the people can it become a code of conduct for the general public and a powerful weapon for maintaining social stability. Legal education for citizens must be combined with democratic education.

Its contents include the basic principles of China's socialist democracy and legal system construction and the education of politics, democratic consciousness, basic knowledge of law, revolutionary discipline and so on. To carry out the education of socialist democracy and socialist legal system, we should first help all citizens to enhance their sense of political responsibility as masters of their own affairs and correctly use their democratic rights. Educating people to understand socialist democracy is a democracy under the centralized and unified leadership of China's * * * production party. Under the socialist system, people enjoy extensive democracy and freedom, and at the same time, they must abide by socialist discipline and legal system, and are not allowed to engage in extreme democratization and anarchy under any pretext. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, China has established various laws and regulations centered on the Constitution, and achieved remarkable results. However, compared with the process of economic development, the laws and regulations of relevant departments need to be further improved, perfected and implemented, such as planning law, financial legislation, anti-unfair competition law, consumer rights protection law and so on. We should carry out targeted education on laws and regulations, guide and help people to understand what is law-abiding and what is illegal, and make clear the boundaries between right and wrong, so as to gradually ensure that there are laws to follow, laws to be observed, law enforcement to be strict and violators to be prosecuted in the whole society. It is an obligation stipulated by the Constitution and laws to make people understand that it is necessary to resolutely fight against non-democratic phenomena such as anarchism, extreme individualism and bourgeois liberalization. In a word, through the education of democracy and legal system, the whole society will form a new situation in which all people learn, know, understand, enforce and abide by the law.
