Plant quarantine is one of the components of plant protection and an important measure to implement the plant protection policy of "prevention first and comprehensive prevention". It is a measure that a country or a local government of a country uses the power of law to prohibit or restrict the introduction of dangerous sexually transmitted diseases, insects and weeds from abroad, or from home to abroad, or from one place to another in China, or to limit their spread in China after introduction. The purpose is to protect fruit tree production and promote foreign trade. Since the founding of New China, China government has formulated plant quarantine laws and regulations, established and improved plant quarantine institutions, identified plant quarantine objects and formulated plant quarantine measures. Agriculture, foreign trade, transportation, railways, posts and telecommunications, civil aviation and other departments have formulated quarantine implementation measures, carried out internal and external quarantine work, and achieved remarkable results. The foreign plant quarantine objects are formulated by the Ministry of Foreign Trade according to the provisions of the international plant quarantine agreement that the introduction of dangerous sexually transmitted diseases, insects and weeds is not allowed. In order to prevent dangerous plant quarantine objects from endangering fruit tree production and adhere to the plant quarantine system, the following three tasks must be done well.

1. It is strictly forbidden for plant quarantine objects to be introduced into the new area, and the fruit tree organs and quarantine methods that should be quarantined should be formulated according to the infection and spread of plant quarantine objects. Such as tumor ticks, seedlings and scions, must not enter non-epidemic areas. Drosophila pests should be prohibited from flowing out. When transporting or mailing fruit trees, fruits, seeds, seedlings and scions, they must pass the quarantine inspection by the local agricultural department, prove that there are no dangerous sexually transmitted diseases, insects and weeds or undergo disinfection treatment, and issue a quarantine certificate before they can be transported and sent.

2. Establish a breeding base for fruit tree seedlings without pests and diseases. The base should be located in non-epidemic areas, and the breeding materials without dangerous pests and diseases should be selected, and the quarantine management system should be strict, and the field inspection should be carried out in time to strengthen the cultivation management, so as to produce fruit tree seedlings without dangerous pests and diseases and weeds to meet the production needs.

3. Establish an independent trial planting nursery for fruit trees. When introducing improved fruit trees from other places, they must be quarantined. If you are not sure whether there is a plant quarantine object at the moment, you should establish an isolated trial planting nursery, concentrate on trial planting for 2-3 years, and make careful field observation. When it is confirmed that there are no plant quarantine objects, scattered planting can be carried out.
