Article 4 Kazakh spoken and written language is one of the main languages used by the main ethnic groups exercising regional autonomy in autonomous counties. The organs of self-government of autonomous counties guarantee the freedom and rights of Kazakh citizens to learn, use and develop their own spoken and written language, and give full play to the role of Kazakh spoken and written language in the political, economic and cultural construction of autonomous counties. Article 7 The duties of the Kazakh language and writing office of the Autonomous County People's Government are as follows:

(1) To publicize, implement and enforce the national national language and writing policies and relevant laws and regulations, and to inspect and supervise the implementation of these Regulations;

(2) to work out the work plan, development plan and measures of Kazakh language and writing;

(3) to inspect and guide Kazakh language and writing teaching, scientific research, compilation, news, broadcasting, film and television, publishing, and collation of ancient books;

(4) organizing the academic research, cooperation and exchange, professional assessment and professional training of Kazakh language and writing;

(5) To be responsible for the use, management and research of Kazakh language and characters, and to promote the standardization and popularization of Kazakh language and characters;

(6) to inspect and guide the study and use of Kazakh language and writing in Autonomous County, and coordinate the business contacts between the departments concerned with Kazakh language and writing;

(7) To be responsible for translating documents and materials of important meetings, relevant laws and regulations, important documents of higher-level party and government and other materials that need to be translated. Article 8 Autonomous counties advocate the study and use of Kazakh language and characters in the fields of politics, economy, justice, culture, education, science and technology, health, sports, broadcasting, film and television, publishing, etc., and regard it as one of the criteria for assessing and selecting Kazakh cadres. Article 9 When the Autonomous County enrolls students, recruits, selects and employs national civil servants and professional and technical personnel, it is required to provide questions in Kazakh and Chinese. Candidates can choose one or two languages to answer questions according to their own wishes, and citizens who can use Kazakh and Chinese languages are given priority under the same conditions. Article 1 Special regulations formulated and promulgated by autonomous counties and important documents, announcements and publicity materials issued by state organs of autonomous counties shall be written in Kazakh and Chinese separately or simultaneously according to actual needs; The uplink documents of townships and villages use either Kazakh or Chinese, or both Kazakh and Chinese can be used at the same time.

The election documents, voter's cards, the list of candidates for deputies, the certificate of election of deputies, etc. formulated and published by the townships and towns where Kazakhs live in concentrated communities in Autonomous County shall be written in both Kazakh and Chinese. Eleventh autonomous county state organs held an important meeting or assembly, hanging Kazakh and Chinese language logo; Meeting language and meeting materials shall be written in Kazakh and Chinese. Article 12 The official seals, prefixes, cards, certificates, pennants, slogans, certificates, names of units and departments of autonomous county state organs, enterprises, institutions and village-level organizations and units directly under the autonomous county shall be written in Kazakh and Chinese, and the full name of "Aksai Kazak Autonomous County" shall be written.

The names, house numbers, boundary markers, road signs, public facilities, public places, traffic signs and car badges of the main streets of counties and towns in Autonomous County shall be written in Kazakh and Chinese. Article 13 The product names, trademarks, brochures, commodity advertisements, business items of service industries and commodity price labels produced within the territory of Autonomous County shall be written in Kazakh and Chinese as required. Article 14 The staff in the service industries such as commerce, post and telecommunications, finance, transportation and health within the Autonomous County shall receive Kazakh customers and patients in Kazakh, or provide translation services.
