Oroqen Autonomous Banner Forest Fire Prevention Regulations

Article 1 In order to effectively prevent and extinguish forest fires, protect forest resources, promote forestry development, and maintain ecological balance, in accordance with the "Forest Law of the People's Republic of China", "Forest Fire Prevention Regulations" and other laws , regulations and the "Oroqen Autonomous Banner Autonomy Regulations", this regulation is formulated based on the actual situation of the autonomous banner. Article 2: These regulations apply to the prevention and fighting of fires in forests, trees and woodlands within the administrative areas of the autonomous banner. Article 3: Forest fire prevention work follows the policy of “prevention first, active elimination”. Article 4 The people's governments of autonomous banners and townships (townships) must list forest fire prevention as an important task and implement unified leadership and comprehensive prevention and control. All agencies, groups, enterprises, and institutions must do a good job in forest fire prevention under the leadership of the local people's government. Article 5: Forest fire prevention work shall implement the administrative leadership responsibility system of autonomous banners and township (town) people's governments and the leadership responsibility system of departments and units.

Township (town) heads, village committee directors, and village chiefs must sign fire prevention responsibility certificates with their superior administrative leaders every year to clarify forest fire prevention responsibilities.

All departments and units in the forest area must establish a joint responsibility system for forest fire prevention under the leadership of the local people's government. Article 6 The forestry administrative departments of autonomous banners, all forestry bureaus, and the owners and operators of forests, woods, and woodlands shall ensure the improvement of forest fire prevention facilities and equipment and enhance the ability to prevent and extinguish forest fires. Article 7: Preventing and fighting forest fires is the obligation of every citizen. Article 8: The autonomous flag shall establish a forest fire prevention headquarters. The Autonomous Banner Forest Fire Prevention Headquarters is the forest fire prevention command agency of the Autonomous Banner People's Government and is responsible for forest fire prevention work throughout the banner. The Autonomous Banner Forest Fire Prevention Headquarters shall have a general commander and a deputy general commander. The commander-in-chief is the commander of the autonomous flag.

The Autonomous Banner Forest Fire Prevention Headquarters performs the duties listed in Article 7 of the State Council's "Forest Fire Prevention Regulations". Article 9: Establish the Autonomous Banner Forest Fire Prevention Branch Headquarters in Dayangshu Town. The Forest Fire Prevention Branch of the Autonomous Banner is responsible for the forest fire prevention work of the Daxinganling Agricultural, Industrial and Commercial United Company, the Daxinganling Farm Management Bureau, and Dayangshu Town, Ulubudie Town, Yili Town, Guli Township, and Nerkeqi Township. The overall commander of the Autonomous Banner's Forest Fire Prevention Branch Headquarters is the deputy flag chief in charge of forest fire prevention in the Autonomous Banner. Article 10 Each forestry bureau and the township (town) where it is located jointly establish a regional forest fire prevention headquarters, and the general commander is the director of the forestry bureau; each township (town) establishes its own forest fire prevention headquarters, and the overall commander is (town) mayor.

The Tozamin Township fire prevention responsibility area is led by the Jiwen District Forest Fire Prevention Command, and the Wenkutu Township Fire Prevention Responsibility Area is led by the Bilahe District Forest Fire Prevention Command. Article 11 Forest fire prevention headquarters at all levels shall have offices responsible for the daily work of forest fire prevention. The responsibilities of forest fire prevention headquarters offices at all levels shall be determined by their headquarters. Article 12: In areas adjacent to the forestry bureau's operation area, the relevant township (town) people's governments shall take the lead in establishing joint defense organizations, delineating joint defense areas, establishing joint defense systems, and implementing joint defense measures. Joint defense organizations must adhere to the principle of "self-defense first, mutual defense and mutual rescue". In the event of a fire alarm or fire, the joint defense unit must actively put out the fire and must not shirk and wait. Article 13 The autonomous flag shall set up forest fire prevention inspection stations on forest fire prevention traffic thoroughfares to conduct fire prevention inspections of persons and vehicles entering the forest area. Article 14: All relevant units and departments shall provide fire-fighting materials, communications, transportation, and logistics support services according to the requirements of forest fire prevention work. Meteorological departments must make timely forest fire hazard weather monitoring and forecasts, and radio and television and other departments must strengthen fire prevention publicity and promptly issue forest fire hazard weather forecasts and high fire hazard weather warnings. Article 15 The Forest Fire Prevention Headquarters shall organize fire prevention isolation belts with a width of more than 50 meters on both sides of the railway in the forest area. A fire isolation zone of more than 100 meters wide should be built around the area or on the side of the forest edge. Article 16 The spring forest fire prevention period is from March 15 to June 15 every year, and the autumn forest fire prevention period is from September 15 to November 15. The spring forest fire prevention period is from April 1 to May 31 every year. Period, October 1 to November 5 is the autumn forest fire prevention martial law period.

Based on the actual needs of forest fire prevention, the People's Government of the Autonomous Banner may decide to enter early or postpone the end of the forest fire prevention period and forest fire prevention martial law period.

Before entering the forest fire prevention period and the forest fire prevention martial law period, the People's Government of the Autonomous Banner must issue a forest fire prevention order and a forest fire prevention martial law order respectively. Article 17 During the forest fire prevention period, the leaders of the forest fire prevention headquarters at all levels must be on duty day and night, and each village (tunnel) must insist on having young and middle-aged villagers on duty day and night. Forest fire prevention personnel on duty must stick to their posts, perform their duties and are not allowed to leave their posts without authorization. Article 18 During the forest fire prevention period, no one is allowed to enter the forest area without authorization. Individuals who really need to enter the forest area must bring valid documents such as resident ID cards to the local forest fire prevention headquarters to apply for a fire prevention pass; units that really need to enter the forest area for production and work must present a certificate from the unit and obtain a fire prevention pass from the Autonomous Banner Forest Fire Prevention Headquarters. Or with the approval of the forest fire prevention headquarters authorized by the Autonomous Banner People's Government, sign a fire prevention responsibility certificate and receive a fire prevention pass. Article 19 During the forest fire prevention period, all relevant units, village committees, and forest fire prevention organizations must implement a guardianship responsibility system for demented persons, mentally ill people, and minors.
