Thinking through confusion
Ningling County is located in the west of eastern Henan Plain, with an area of 798 square kilometers, 86,4 mu of cultivated land and 692, mu of basic farmland. It has jurisdiction over 15 townships (towns), 364 administrative villages and 1,52 natural villages, with a total population of 598, and a per capita cultivated land of 1.34 mu.

Third, the supervision distance is far away, and the inspection is not in place, which provides opportunities for illegal personnel to exploit loopholes.
through full deliberation and discussion, they unified their thoughts and reached a common understanding. It is believed that it is far from enough to stop illegal land activities in a timely and effective manner and effectively protect the safety of cultivated land. It is necessary to find an effective cadre in each administrative village to assist the land management and good use of land. It is best for this person to be the secretary of the rural party branch or the director of the village Committee, because these people are listened to and helped in their work among the masses.
Therefore, the Bureau of Land and Resources of Ningling County regards it as a major event and reports it to the superior land department and the county party committee and government for approval. With their attention and support, in February, 26, a team of 498 land law enforcement and supervision coordinators was set up, including 84% village party secretary, 16% village committee director and 16% each administrative officer, according to the requirements of being responsible, fair, young and highly educated from the main village cadres. At the same time, a group of land law enforcement supervisors have been hired from the department-level cadres who retired to the second line from the four major teams of the county party Committee, the county people's congress, the county government and the county CPPCC, thus forming a "3+1" law enforcement supervision mechanism of the county, township, village and county-level land law enforcement supervisors, ensuring the implementation of national land laws and regulations in Ningling and opening up a new situation in farmland protection.

After taking office, the law enforcement and supervision coordinator is really enthusiastic and motivated. They are active in every corner of the county every day, mediate in land disputes and stop land violations when they see them. However, due to its own lack of legal knowledge, lack of confidence, and great blindness and arbitrariness, it always persuades people from one side to the other, which is not legal and reasonable. Although it can temporarily control the development of the situation, it cannot fundamentally solve the problem, and sometimes it is even tongue-tied by the parties, feeling embarrassed and helpless.
in view of the above situation, the bureau first conducted a week-long special training for the county coordinators. By combining lectures with discussions, theory with practice, and tutoring with self-study, we have thoroughly and concretely studied the Law of the People's Republic of China on Land and Land Management, the Regulations on the Protection of Basic Farmland and the Measures for the Management of Homestead, and specially compiled the Workbook for Coordinators and the Land Knowledge Reader of Ningling County, and donated Henan Resource Guide and China Land and Resources Newspaper to them.

In July last year, a large farmer in Yanzhuang Administrative Village, liuhe town, the county, saw the soaring price of pork, and privately signed an agreement with farmers to lease 8 mu of land at the land price of 1 yuan per mu on the south side of "31" National Road and the west bank of Chenliang River to build a large-scale farm. Yan Mingzhang, the village law enforcement inspector, realized that this was an illegal case of collecting land by rent, and immediately reported it to the local land office, helping the land personnel to do the work door by door, abolishing the agreement, returning the rent and protecting the safety of cultivated land.
Laying a foundation in popularizing the law
Adhering to the policy of putting prevention first, deeply and widely popularizing the knowledge of land laws and regulations, and improving the consciousness of all citizens to protect cultivated land according to law are the basic projects to control the occurrence of illegal cases from the source.
Ningling is an inland plain county, with per capita arable land lower than the national average, less reserve resources and great pressure on arable land protection. We must intensify propaganda, innovate propaganda carriers, and carry out in-depth and lasting legal education. They have developed from timely publicity such as "April 22" Earth Day, "June 25" National Land Day and "December 4" Legal Day to regular publicity such as training by the meeting and making TV speeches. From simple wall boards, posters and banners, to the establishment of consultation desks and the distribution of publicity materials for face-to-face publicity; From organizing propaganda vehicles, using loudspeakers, setting up special columns in county TV stations and other intuitive propaganda, it has developed into subtle propaganda such as arranging cultural programs and holding prize-winning essay-writing activities among primary and secondary school students; From simple publicity in streets and fairs to publicity in factories, farmers and classrooms. Through various forms of education, land offenders will be made to understand the truth and stop breaking the law, and they will not dare to violate the law if they know the law, and they will not violate the law if they supervise each other, so as to truly prevent the occurrence of land violations from the source.
The law enforcement supervision coordinator also played an irreplaceable role in the popularization of law. Li Xiuwang, the coordinator of law enforcement supervision in Helou Administrative Village, Luogang Town, the county, tied the big horn in the village to the big tree in his hospital, and regularly answered questions and doubts for the villagers every morning and evening, with an audience of more than 5, people. law enforcement supervision is an important guarantee to strengthen the management of land and resources, and it is also an inevitable choice to deter illegal land activities and ensure the safety of cultivated land.
in order to improve the quality and efficiency of law enforcement supervision, they have carefully formulated the law enforcement supervision responsibility system. According to the principle of "territorial management, every case must be investigated", the county law enforcement and supervision brigade, the township land personnel and the village-level coordinator are bound together to weave a network, gather strength, link up and down, cooperate left and right, and implement "one-vote veto" and accountability, so that everyone is a law enforcement officer, all of whom belong to the law enforcement team, and truly achieve "full law enforcement, comprehensive coverage and full supervision", knowing at the front line and stopping it. According to incomplete statistics, more than 1,2 land disputes have been resolved at the doorstep of the masses, and more than 95 land violations have been eliminated in the initial stage, thus greatly reducing the cost of law enforcement and illegal activities.
It is commendable that the county has been exploring new modes of law enforcement and supervision, and enhancing the effectiveness of law enforcement and supervision in the three "transformations". First, we should change the passive situation of re-checking and lightly blocking, change from investigating afterwards to monitoring beforehand, and increase the density and intensity of inspections, so as to achieve "no holidays, no dead ends and all-weather". Second, from plane law enforcement supervision to plane and three-dimensional law enforcement supervision, the focus of investigation will not only be on farmland borrowing, illegal occupation of land, but also on changing land use and over-occupied area, taking into account the abandonment of cultivated land, idle construction land, building coefficient and whether the floor area ratio is up to standard. The third is to change from single law enforcement supervision to joint law enforcement supervision, and completely change the dislocation, offside and inadequacy of law enforcement supervision. They have established a joint and cooperative law enforcement mechanism with public security, courts, electric power, transportation, water affairs, urban construction and other units, and adopted various means such as early intervention and comprehensive use of water and power cuts, and denial of building permits, which have effectively solved the difficulties in stopping, enforcing and executing.
