The first criminal investigation documentary "Documentary of the September 18th Case", although the case is significant, why is it not complicated to detect?

The article begins with a conversation between Liu Nongjun, the principal offender of the September 18th Incident, and Wu Heping, the public security chief of Kaifeng City. In this meeting that Liu Nongjun volunteered, Wu Heping said earnestly: If you hadn't made a mistake, we would be colleagues now. Liu Nongjun seems unconvinced. He still believes that the police can't catch him if he is not a scrupulous partner.

What I want to say is that the duck is dead and its mouth is still hard! Or Wu Heping's other words, you have been a student in a police school, and I have been a teacher in a police school.

In fact, the whole September 18th case was a contest between teachers and students, and the two sides had already won the game before they came to power.

I. Overview of the case

1992 Kaifeng Museum, Baogong Lake, southern Henan Province. At 8: 30 in the morning, the waiter opened the door of the Ming and Qing court supplies exhibition hall of the museum and found that the exhibition hall was in a mess and several display cabinets were empty.

At 8: 40, the public security personnel quickly arrived at the museum and immediately started the exploration work. Wu Heping, director of Kaifeng Public Security Bureau, and Hu Antai, deputy director in charge of criminal investigation, also rushed to the scene. After preliminary investigation, it was confirmed that 8 showcases in the exhibition hall were pried and 69 precious cultural relics were stolen, including 59 national first-class and second-class cultural relics. Four first-class cultural relics, such as the blue-and-white lotus pattern plate in Xuande period in Ming Dynasty, the yellow glazed porcelain plate in Hongzhi period in Ming Dynasty, the three-legged palindrome furnace in Dehua kiln in Ming Dynasty, and the blue-and-white red-branch fruit pattern flat bottle in Yongzheng period in Qing Dynasty, are the best blue-and-white porcelain in China. According to the current market valuation, the total value of stolen treasures reaches 600 million yuan. This is the largest theft of cultural relics in China since the founding of the People's Republic of China, and the second largest theft of cultural relics in the world after the Mona Lisa theft!

The September 18th Incident caused a sensation throughout the country. At this time, Wu Heping, who had just arrived in Kaifeng as the director of the Public Security Bureau for a month, made a commitment to solve the case and resigned immediately if he did not solve the case.

After careful and efficient investigation, the public security police first determined the simple situation of four suspects, and then located the position of the suspects in Wuhan according to the clues left by the criminals. With the cooperation of Wuhan police, evidence was directly obtained in 65438+February of that year, and all four suspects, Liu Nongjun, Liu Jin, Wen Xishan and Li Jun, were brought to justice in 1993+ 10.

It can be said that the September 18th case is very important and sensational, but its detection process is not very complicated. Therefore, the documentary "The Documentary of the September 18th Incident" only took eight episodes, while "12 1 Shooting Case" took more than twenty episodes.

At the beginning, the author said that Wu Heping and Liu Nongjun, the principal offender, were teachers and students, or the police who wrote novels were clever thieves.

Second, the police who write novels.

Many people don't understand Wu Heping's official career after the September 18th Incident. How did he go to the Ministry of Public Security as the director and spokesman of the Propaganda Bureau? In fact, this is his old job.

Before becoming the public security bureau chief, Wu Heping spent most of his time dealing with words. Starting from film police, I have worked as a registered policeman, back office worker, propagandist, police school teacher and deputy director of theoretical research office. It can be said that he doesn't work in the front line most of the time.

Then how can this gentle policeman solve the case efficiently? In fact, in Wu Heping's mind, he never left the front line, and he participated in the detection of "major cases" in another way.

This way is to write detective stories. After Wu Heping resumed the college entrance examination, he took the exam, got high marks in Chinese, and his composition was printed as a model essay for the college entrance examination. However, his math score is better than that of Cang Kejia, who scored zero. He scored more than 20 points. Unfortunately, he failed the list.

Wu Heping, a serious eccentric, published his first detective novel "Suspected Traces of a Bloody Case" on 1982, which was later adapted into a film of the same name by Beijing Film Studio. Coincidentally, in this book, he invented the story of the Qing criminals stealing the Ssangyong treasure chest. In order to learn about cultural relics and museums, he also went to Kaifeng Museum to collect views and listen to the curator's introduction of cultural relics protection in the museum.

Specific to the detection process of the September 18th case, Wu Heping did very well in several places:

1, TV reward

At present, when some departments are still hiding the case, as early as 1992, Wu Heping took the initiative to introduce the case to Kaifeng TV. Instead of hiding it from the public, he publicly displayed his clues and offered a reward of 50,000 yuan to collect clues. This bold pioneering work has been fruitful. An unknown doorman took the initiative to introduce two strangers he had met, claiming to be professors of Wuhan University, and went to Kaifeng to attend a seminar on the middle and lower reaches of the Yellow River. Then the service staff in the exhibition hall also confirmed the existence of these two people. This is a good start for solving the case.

2, careful analysis, eliminate interference.

At the beginning of the case, someone provided clues that the police dog in charge of the vigil in Kaifeng Museum was tied up the day before the incident, and the person who tied the police dog was an insider. If you put it on ordinary people, you will definitely consider the problem of moles first. And Wu Heping after careful analysis, through the detailed investigation results of the scene, the criminal must be an outsider who is not familiar with the museum, and tying the police dog is just a coincidence. This judgment is bold and decisive. Once the wrong judgment leads to the mole slipping away, he will bear great responsibility. I have to say that Wu Heping is really bold.

Infrared alarm covered with red flannel

3, sharpening the knife does not mistake the woodcutter

In the era of no monitoring, the police solved the case mainly by visiting. In view of the three pieces of physical evidence left by criminals, glass cutter, red velvet cloth and paper clips, Wu Heping launched a police force to find a needle in a haystack all over the country, and finally got the result after investigation:

Glass cutting machine, produced by an individual factory in Qinghe Town, Jishan County, Shanxi Province, * * * produced 82 1 piece and sold to five provinces north of the Yangtze River.

Black wallet, produced by Shanghai Fengxian Xingxin Stationery Factory, * * * production 1.22 million, mainly sold to the south of the Yangtze River.

The red flannel produced by Zhengzhou No.1 Yarn-dyed Factory is sold to Wuhan Hankou Trade Center.

On the map, the three sales areas overlap, and the only city that can buy three items at the same time is Wuhan.

After getting a clue from the janitor, Kaifeng Public Security Bureau searched all the hotels and guest houses in the city. After manually filtering the data of 67,200 people in that era without computers, we found suspicious accommodation data signed by Tang Guoqiang, Chennault and others.

At the same time, the white Santana theft in Zhengzhou before the crime was compared with the white Santana left outside the museum wall on the day of the crime, and finally four criminals, Tang Guoqiang and Chennault, were locked, while Wu Heping boldly focused his search on Wuhan, especially near Wuhan University.

Only three months after the incident, this headless case was detected in Wuhan, and the rest of the arrests were based on maps.

It can be said that the whole detection process is almost under the control of Wu Heping, and the complexity of the whole case may not be as good as a novel in his mind.

Of course, Wu Heping's success in solving this shocking case is also related to the blind self-confidence of criminals.

Third, former police academy students who think highly of themselves.

Liu Nongjun, the principal offender in the September 18th case, is from Wuhan. He studied in Wuhan Public Security School and was expelled for stealing teaching equipment. Later, he began to wander in the society. He is called "computer" because of his scheming. In order to do a great job, he even studied cultural relics appreciation.

If there is anything brilliant about Liu Nongjun in this case, the only thing worth mentioning is that eight infrared alarms were covered with red flannel. After all, the low-tech alarm in those days can only be used to flush toilets now.

Although Liu Nongjun thinks highly of himself and thinks that his planning is flawless, students are students. His performance in this situation is even worse than that of Dong Lei of 12 1. In my opinion, he has committed at least six taboos:

1. He claimed to attend the seminar on the middle and lower reaches of the Yellow River when he went to step on the spot. This imaginary meeting is a scam. Once noticed, it is easy to judge that he is lying, and naturally he will pay attention to him.

2. I chatted with the museum staff and claimed to be a professor at Wuhan University. A 29-year-old professor at a famous university always reminds the staff of the tricks of leverage. After all, there are too few such senior talents. According to the leaders of Wuhan University, if it is really Professor Wu Da in his twenties, at least there is no one in Wuhan University who doesn't know him.

3. Staying in a grand hotel is far less clever than staying in a private house in Dong Lei. The registered pseudonyms are Chennault and Tang Guoqiang, both of whom are celebrities. You can notice them at a glance if you put them in the voluminous check-in registration form.

4. Steal the white Santana and hang the military card. They used to have a Li Xia car, but Liu Nongjun was too slow to steal another one. First of all, stealing a white Santana and hanging a military card is also a proper trick. Santana is a luxury car in the early 1990s, which looks particularly eye-catching. During the investigation, the police found that at least two waves of people noticed the car at midnight. Secondly, the pseudonym used in the theft process is Chennault, lest the police don't know that these two cases were done by a group of people. After the last crime, she was reluctant to throw the car and continued to use it normally in Wuhan. Santana didn't even change her military card. On the way, the police who were rushed to Wuhan by Kaifeng City found that they had found a direct clue.

5. Wuhan University is the reporting unit for going to the museum, a military organ in Wuhan is the reporting unit for stealing cars, and Wuhan Railway Branch is the accommodation registration unit. When the police of Kaifeng task force rushed to Wuhan, they found that Wuhan University and Wuhan Railway Branch were actually very close to a military organ, so it was easy for the task force to lock the key search area within less than one square kilometer. Soon the plainclothes of the task force found the white Santana on the road and arrested all the criminals in one month.

6. Liu Nongjun's most proud red cloth covered the alarm, which seemed clever but left physical evidence, and three physical evidences also became important clues to solve the case. It may also be that he underestimated the determination and efforts of the police.

I want to laugh when I write here. According to the level of Liu Nongjun, in front of Wu Heping, who is famous for writing detective novels, it really looks like a pediatrician.

As a member of the Chinese Writers Association, Wu Heping still insists on writing. He has written detective novels such as Stain and Cover-up. He didn't write the September 18th Incident that made him famous. It is estimated that he thinks this case is famous, but the criminal level is too low to write about.

The September 18th case, that is, the specific period of that year, will be successful for a while, and even if it is well planned, it will only be solved in a few months. Times have changed. Today, with the application of advanced technologies such as monitoring, DNA and networked big data, the so-called 918 case may take several days to solve.
