The flood control and drought relief dispatching work of reservoirs in our city is summarized as follows:

The water and rain conditions in our city generally present the following characteristics:

1, the total rainfall is basically flat, and the spatial and temporal distribution is uneven. 2. The frequency and intensity of heavy rainfall are very high. Since the beginning of this year, our city has been hit by 12 heavy rainfall, including typhoon (Medham) 1. Under the deployment of the provincial flood control headquarters, the municipal party committee and the municipal government, the flood control departments at all levels in our city scientifically dispatch reservoirs, so as not to block flood peaks, store sufficient water sources for drought prevention, and minimize the losses caused by floods and droughts.

1. The preparations before the flood season are solid and effective. The municipal party committee and municipal government attach great importance to flood control. On April 2, the city held a video conference on flood control to fully deploy various flood control work, and the city also carried out three flood control inspections. All previous rainstorms require professionals from reservoir management units to make flood forecasts. When it is predicted that there will be heavy rainfall in the basin and the water level of the reservoir is high, our office will inform the power plant to operate at full capacity in time, and if necessary, open the floodgates in advance to empty the reservoir capacity. Except for the last flood, after each flood peak, our office generally requires to generate electricity at full capacity according to the installed capacity within a period of time, and empty the flood control storage capacity as soon as possible to prepare for the continuous flood peak and try to avoid unnecessary losses. From 8: 00 on May 2 1 day to 22 14 on May, the Fengdu Reservoir basin was flooded with heavy rain, and the rainfall in the process reached 146 and 33 mm. The Municipal Defense Office accurately predicted the inflow of the reservoir and dispatched it overnight. At the end of June, when the limited water level in the first flood season is about to reach, the reservoir will store more water thanks to the early entry into the second flood season and the careful dispatch of the city and county defense offices. In the rainy weather in September and June 10, the benefits of power stations and irrigation areas will be guaranteed. Sheshang Reservoir in our city also stored 2.2 million cubic meters of water during this period.

3. Do a good job of scheduling after the flood season and look back. At the end of 10, our city issued a document requesting the reservoirs dispatched by the whole city to summarize the dispatching experience in 20 14 years, and asked the reservoir management unit to take this summary as an opportunity to seriously find out the existing problems and gaps, and put forward targeted suggestions and measures to provide valuable information for scientific decision-making in the future. Third, the existing problems

In the process of reservoir operation, there are mainly the following problems in our city:

1, the construction of reservoir dispatching operation information system lags behind. Some dispatching management departments can not realize the automatic monitoring of reservoir water level, storage capacity and flow. In the emergency operation of Donggu Reservoir, due to the lack of data such as reservoir storage and storage, the field forecaster can only get the relevant data by manual calculation, which brings some difficulties to reservoir forecasting.

2. The quality problems of the new reservoir reinforcement project are more prominent. In recent years, the reinforcement of reservoirs in our city has been promoted rapidly, but it has also left some sequelae. First, there are a large number of reservoirs with culvert reconstruction under the dam, and the construction quality is not easy to control. Second, after the dam-break construction, the dam filling and rolling are not solid. In response to such problems, the city issued the Notice on Further Strengthening the Safety and Flood Control of Small Reservoirs Strengthened in Recent Years, requiring strict implementation of water storage by stages and strengthening inspections of key parts.

3. During the operation of the reservoir, there is insufficient communication between upstream and downstream. Some counties report that they rely on big rivers, but it is difficult for waterworks to draw water during drought. Our office actively investigated and coordinated, because the river bed was cut due to the discharge of clear water from the reservoir, and the coordination between the dispatching department and the upstream and downstream reservoirs was not in place during the drought period. When the reservoir discharges flood, it is also necessary to ensure that the people in the downstream flood discharge area have been safely evacuated to avoid unnecessary loss of life and property, which depends on the coordination between the reservoir and relevant downstream departments.

For the reservoir dispatching in the critical period of flood control and drought relief, it is necessary to strengthen the coordination between the dispatching unit and the reservoir management unit and the upstream and downstream reservoir management units.
