Annual Food Safety Work Summary

Our city ranked first in the province’s 20** food safety work assessment. The State Food and Drug Administration has promoted our city’s work twice. In June, the Food Safety Office of the State Council and the Provincial Food and Drug Administration will hold on-site meetings in Qingdao to promote our city’s experience and practices in establishing a national food safety city and market supervision.

(1) Strengthen organizational leadership and build an institutional mechanism with unified authority and strong guarantee

1. Establish an organizational leadership mechanism led by the party and government. The Municipal Party Committee and the Municipal Government have always attached great importance to food safety work. Since 2018, Secretary Li Qun has investigated food safety work twice; Mayor Zhang Xinqi has chaired 6 meetings to study and deploy food safety management. The municipal government has incorporated food safety management work into the special content of the government work report, researched and formulated 30 management measures, and scheduled the progress of the work every month.

2. Establish a unified and authoritative food and drug supervision system. In the first half of last year, the reform of our city’s food and drug supervision system was completed. All levels have integrated the functions of original quality supervision, industry and commerce, food and drug, and food safety offices, and established new food and drug regulatory agencies. After the reform, the number of people in the food and drug department increased from 684 to 1,660, and the supervisory force increased by 136. Among them, 1,372 people have been assigned to the front line at the grassroots level, and the grassroots law enforcement force has increased by 2.7 times compared with before the reform. The city has established 136 food and drug institutes at the town (office) level, and has established agricultural product supervision centers in 93 agriculture-related towns (offices). Each center is equipped with no less than 4 agricultural supervision personnel, and works closely with the local food and drug institute. A joint office mechanism has been established; at the village (community) level, more than 6,000 administrative villages and urban communities have established teams of coordinators, achieving full coverage of the "three-level governments and four-level organizations" supervision network.

3. Establish a strong financial investment mechanism. In line with the principle of “investing in safety,” governments at all levels have incorporated special funds for food safety supervision into their fiscal budgets to ensure that new institutions perform new functions. For three consecutive years, food sampling has been included in the city's practical projects, and more than 60,000 batches of sampling tasks have been arranged every year, with financial guarantee funds of more than 100 million yuan at all levels. Actively equip grassroots supervision offices with office space and law enforcement equipment to ensure the smooth development of grassroots supervision work.

(2) Adhere to strict governance and strengthen the high-pressure posture against illegal crimes

In view of the frequent problems of illegal crimes, relevant departments at all levels insist on taking law enforcement and case handling as the first priority, and attach great importance to law enforcement. Cure chaos and clean up lawlessness.

First, set goals with high standards and strengthen assessment and implementation. The goals of law enforcement and case handling have been clarified step by step, broken down and implemented into people, and the completion status has been assessed and reported every quarter. In 2018, the city investigated and dealt with 4,987 illegal cases, resulting in fines and confiscations of 37.41 million yuan, nearly half of the province's food and drug fines and confiscations, ranking first among 15 sub-provincial cities.

The second is high-level mobilization and deployment to clearly define the focus of the attack. In 2018, four major special operations were deployed, all in the name of the municipal government, and the deputy mayor in charge delivered a mobilization speech. Focusing on counterfeiting, illegal additions, and unlicensed production and operation, more than 250,000 food production and operation units were inspected throughout the year, more than 16,000 units were ordered to make rectifications, and 443 illegal units were banned. In response to the serious problem of pesticide spraying on "sweet sun-baked fish" in the market, the city arrested 25 suspects one after another, and the pass rate of dry seafood sampling increased from less than 70% to more than 90%.

(3) Grasp the problem orientation and explore a supervision model with Qingdao characteristics

1. Main body prevention and control. Enterprises are the cornerstone of food safety. In order to implement the main responsibilities of enterprises, while strengthening training and education for enterprises, the enterprise commitment system has also been fully implemented. The city's 88,000 licensed business households have signed responsibility commitment letters, promising to be honest and law-abiding, ensure safety, and in the event of illegal problems. , voluntarily suspended business pending investigation, and subject to industry ban.

2. Link prevention and control. Food safety comes first from “production”, and source management in the breeding and breeding stages must be strengthened. First, the management of agricultural inputs has been strengthened. The number of designated operators of highly toxic pesticides in the city has been reduced from 100 to less than 38. Real-name production and purchase of highly toxic pesticides has been implemented, with 100 traceability. Second, the construction of agricultural standardization has been strengthened. The city has 604 certified "three products and one standard" agricultural products, including 46 geographical indication agricultural products, ranking first among sub-provincial cities in the country. The third is to strengthen the quality and safety supervision of livestock products, especially to strengthen the detection of "two diseases" in dairy cows, and implement a milk delivery and collection system for dairy farms and milk stations based on the "Dowry Cow Brucella and Tuberculosis Monitoring Certificate", from the source. The circulation link is the “nose” of food safety. Proper supervision of the circulation link can not only force production companies and breeding households to strengthen source control, but also control the safety risks of downstream catering companies. Four key measures have been taken: First, implement on-site supervision. In view of the characteristics of the three major wholesale markets of Fushun Road, Huazhong Road and Chengyang, which account for 80% of the sales volume of agricultural products in the urban area, three market supervision offices have been set up respectively to implement on-site supervision by dedicated personnel. Among them, Chengyang Market Office is equipped with 10 personnel and has an office space of 300 square meters, becoming a model office in the city. The second is to implement a market quality deposit system. For large and medium-sized agricultural product wholesale markets, a deposit of 300,000-500,000 yuan is charged according to the scale; for other markets, a deposit ranging from 50,000-300,000 yuan is charged respectively. If there are any violations of laws and regulations in the market, in addition to dealing with the operators in accordance with the law, the market organizers' deposits must be deducted, their management responsibilities must be held accountable, and the market organizers' management of the operators on the market must be strengthened. At present, the city's government has collected 11.57 million yuan in quality guarantee deposits. The third is to implement the most stringent delisting policy in the country. It stipulates that anyone who fails a random inspection in a shopping mall or supermarket will not be allowed to enter the market within three years; anyone who fails twice will be banned from entering the market for life; anyone who fails a random inspection in a wholesale market will not be allowed to enter the market within one year; anyone who fails twice will be banned from entering the market for three years. The fourth is to implement strict inspection and testing and destruction systems for unqualified agricultural products. It is required that every truck and variety of agricultural products entering the market must be inspected, and multiple batches of seasonal and high-risk varieties of dishes in the same truck and of the same variety must be inspected. Over the past year, the government has detected more than 100 tons of substandard agricultural products, all of which were destroyed. After a year of governance, the city’s food circulation sampling inspection pass rate increased from less than 92 to 95.

3. Process prevention and control. The first is to trial the origin certification system for agricultural products, which stipulates that edible agricultural products must have a certificate of origin before they can be traded in the market to ensure traceability of their sources. Second, a "one-ticket"-based certificate and ticket requesting system has been implemented in all aspects of production, circulation, and catering to ensure that the flow can be traced. The third is to implement the "Bright Kitchen and Bright Stove" project for catering units. Consumers can watch the kitchen processing process through glass curtain walls, lobby displays, etc., or monitor it in real time through websites, mobile WeChat, etc. As of now, a total of 4,752 catering units in the city have implemented the "Bright Kitchen and Bright Stove" project, and another 1,500 are planned to be launched this year, basically achieving full coverage of school canteens and medium-sized and above catering units. Over the past year, no collective food poisoning accident has occurred in these lighting units, and the pass rate of random inspections is close to 100%.

4. Business prevention and control.

Adhere to the combination of regulation and guidance, and carry out comprehensive management of high-risk businesses such as small workshops and small restaurants. We have formulated supervision measures for small workshops and implemented record-keeping management of small workshops; we plan to build 10 concentrated processing parks for small food workshops with a total area of ??approximately 50,000 square meters, gradually realizing the intensive production, standardized management and standardized entry of small workshops into the market. In response to the problem that most small restaurants are unlicensed, small catering supervision measures have been formulated. Based on reality, the threshold for issuance of licenses stipulated by the state has been lowered and small restaurants have been included in the scope of supervision. In 2018, the government issued 2,194 licenses to unlicensed small restaurants, more than 1,200 of which were rectified within a time limit, and 264 unlicensed small restaurants were banned. The consumer complaint reporting rate dropped by 21.2% year-on-year.

5. Variety prevention and control. Strengthen key control over high-risk varieties and implement "one prohibition, two musts": the sale of key varieties such as bulk edible oil, soy sauce and vinegar is prohibited; infant formula milk powder, critical shelf-life foods, genetically modified foods, etc. must be sold at special counters; All catering establishments must disclose the use of genetically modified foods to ensure the food safety of citizens.

(4) Strengthen publicity and education and mobilize the whole people to build food safety

In accordance with the principle of “expanding coverage, improving sensitivity, and enhancing security”, adhere to publicity, education and supervision The work is deployed and promoted simultaneously, and efforts are made to build a social governance pattern for food safety.

1. Use the media skillfully to guide public opinion. Use the media as an important channel for communication between the government and the public to create a harmonious public opinion environment. First, we jointly formulated and issued opinions on strengthening food safety publicity work with the Propaganda Department of the Municipal Party Committee, further standardizing the reporting behavior of the media and avoiding social panic caused by false reports and negative hype. Second, a news linkage agreement was signed with relevant media, stipulating that when the media discovers illegal clues, they must immediately report to the regulatory authorities, and they will investigate and handle the case together without reporting in advance. This reverses the situation where the investigation and handling of cases and the regulatory authorities always discover and deal with problems after the media because of the leakage of reports. Passive situation. The third is to insist on taking the initiative to speak out, actively organize reports, and control information by disseminating information. In the past year, *** has published more than 6,000 articles, basically controlling the trend of public opinion. In particular, it has released two food safety white papers, comprehensively reporting to the public the stable and improving food safety situation, announcing all the pass rates of key links, varieties, and business formats, and quoting authoritative opinions of experts to interpret common misunderstandings. It gave citizens a "reassurance".

2. Create a publicity platform. On the one hand, in accordance with the principle of "Internet Food Safety", the official WeChat account of food supervision has been opened. It also has functions such as live broadcast of "Bright Kitchen and Bright Stove", querying food safety data and accepting complaints and reports, creating a new media platform for young and middle-aged people. . On the other hand, it has consolidated its traditional positions and achieved three 100s: village (community) publicity coverage of 100; publicity coverage of key supervision sites 100; all-media coverage of 100, mobilizing all citizens to participate in food safety supervision. 3. Construction of science popularization projects. We organized activities to bring food safety into campuses, communities, institutions, enterprises, and families. The "School Bus Food Safety Classroom" project was launched, distributing popular science manuals, playing popular science animations, and explaining popular science knowledge to 120,000 primary and secondary school students on school buses; at the same time, food safety knowledge was included in the city's primary and secondary health education courses, with no less than 14 hours per semester During the class, the awareness rate of basic food safety knowledge among primary and secondary school students is no less than 85%. 4. Explore quick inspection services. In order to make it easier for citizens to know whether the food they buy is safe at their doorstep, 21 permanent rapid testing points have been built based on the "Rapid Inspection into Markets and Communities" campaign to provide consumers with face-to-face rapid food inspection services. Before the end of the year, the convenient rapid inspection group will basically cover the city's major shopping malls, supermarkets and large and medium-sized farmers' markets.
