Article 2 These Provisions shall apply to the urban areas of Xuzhou City. Article 3 The municipal urban management department shall be responsible for the supervision and inspection of the behaviors of posting, scribbling and portraying randomly on both sides of the main road designated by the Municipal People's Government and around the public square.

the urban management departments of all districts are responsible for the supervision and inspection of posting, scribbling and portraying in disorder within their respective jurisdictions except those supervised and inspected by the municipal urban management departments.

the departments of industry and commerce, public security, health and so on should seriously cooperate with the urban management departments to perform their duties of supervision and inspection on the acts of posting, scribbling and portraying. Fourth units or individuals within the urban area of this Municipality shall maintain the cleanliness of buildings, structures, trees and other facilities, and have the right to stop and report acts that damage their cleanliness. Fifth sporadic posters should be posted in a fixed public poster column according to law.

those who post other publicity materials or scribble propaganda slogans except sporadic posters on buildings, structures, trees and other facilities shall go through the approval procedures according to law, implement them within the specified time and scope, and remove them at the due date.

it is forbidden for any unit or individual to post, scribble or depict on buildings, structures, trees and other facilities. Article 6 In case of posting, scribbling or scribbling stains in this area, the urban management department or institution shall trace the violator and deal with it according to law; If it is difficult to find the perpetrator for a while, it shall be cleared. Article 7 Property owners, users or property management enterprises shall keep the buildings, structures, trees and other facilities they use and manage clean and tidy, and have the right to require the perpetrator to remove them in time and compensate for the losses. Article 8 Whoever, in violation of the provisions of Article 5 of these Provisions, posts, scribbles or portrays indiscriminately shall be ordered by the urban management department to make corrections, take remedial measures, and be fined not less than 1 yuan but not more than 2 yuan in accordance with the provisions of Article 36 of the Regulations on the Administration of Urban Appearance and Environmental Sanitation of Xuzhou City. At the same time, in violation of medical and health, business management and other laws and regulations, by the relevant administrative departments in accordance with the law.
