Second, exercise tasks

The task of this geological disaster emergency plan drill is: induced by continuous rainfall and heavy rainfall, the river water potential in the valley of Caojiafang Village in Shijiaying Township has suddenly increased, there are more firewood and trees, and there is a muffled noise in the ditch, which may lead to geological disasters of mudslides. The situation is very urgent. According to the emergency plan for disaster prevention in Shijiaying Township, it is necessary to immediately start the emergency plan, organize relevant departments to perform their duties, safely evacuate residents in dangerous areas in the shortest time, and take effective disaster prevention and mitigation measures as soon as possible.

Seven. Exercise background

After years of man-made engineering activities, a large amount of slag and muck have accumulated in the back hill of Caojiafang Village in Shijiaying Township. It can be seen that muddy water seeps out after the rainstorm, and there are more firewood, trees and muck, and there is muffled thunder in the ditch. At present, heavy rainfall continues, which is prone to geological disasters such as mudslides. Seriously endangering the life and property safety of 52 people in Caojiafang Village 15 households in Shijiaying Township.

Eight, the implementation steps of the exercise

(1) Preparation of emergency plan drill

In order to ensure the success of the emergency plan drill and effectively embody the unity of unified command, high efficiency and departmental coordination, a coordination meeting was held on the morning of June 29, which was convened by the township Party and Government Office and attended by members of the township leading group for flood control and drought relief and relevant departments.

Meeting contents:

(1) introduce the drilling scheme of geological disaster emergency rescue and disaster relief plan;

(two) to discuss issues related to the implementation of the emergency plan exercise plan and solicit opinions from various departments;

(3) Clarify the responsibilities of each department, refine the division of labor, and implement tasks.

(2) Functional groups and job responsibilities

Responsibilities: Resettlement and evacuation of the masses, solving urgently needed materials, (making evacuation routes for the masses; Prepare a certain number of first aid kits, flashlights, raincoats and rain boots; Arrange the contact telephone numbers of all departments; Arrange vehicles and drivers to stand by at any time. Do a good job in ideological guidance for the victims of resettlement sites.

(3) Exercise implementation procedures

The hidden danger point of debris flow in Caojiafang village of Shijiaying township is affected by continuous rainfall and heavy rainfall. This morning, there was a small-scale landslide in the mountain area, and the water volume in the valley increased. According to the forecast of meteorological department, heavy rainfall will continue, which will easily lead to large-scale mudslides and directly endanger the life and property safety of 15 households and 52 people below. It's urgent!

Exercise process

Township government meeting room: members of the headquarters and conference representatives meet in the meeting room. When discussing other topics at the meeting, Song Telephone, a geological disaster point monitor in Caojiafang Village, Shijiaying Township, reported the disaster to Vice Mayor Niu: Vice Mayor Niu, I am Song from Caojiafang Village, Shijiaying Township, and a mudslide suddenly occurred in the back mountain of my village. There was a rainstorm last night, and the deposits in front of the mountain partially collapsed. All kinds of signs were obvious. A large-scale mudslide directly threatened the life and property safety of 52 people in 15 households below my village. Vice Mayor Niu: "You continue to do a good job of monitoring, pay close attention to the development of the situation and prepare for the evacuation of personnel. We will immediately report to our superiors and send people to the scene to assist you. " After the deputy head of Niu hung up, he informed the relevant departments according to the requirements of the plan and immediately held an emergency meeting at the flood control headquarters. Mr. Huo Xiang: "The emergency meeting of the flood control headquarters begins now. Please ask Niu Xiang to introduce the geological disasters in Shijiaying Township. " After a rainstorm last night, the hidden danger of geological disasters appeared in Caojiafang village, which directly threatened the life safety of 52 people in 15 households. An investigation team has been sent to the scene and it is suggested to start the emergency plan for disaster prevention. Township head Huo: "The safety of people's lives and property comes first, and I agree to start the emergency plan immediately." Township flood control headquarters should make emergency preparations for major dangers, notify the People's Armed Forces Department, emergency teams, health centers, police stations and relevant departments to make emergency preparations, immediately organize the evacuation of personnel in dangerous areas, and organize members of township emergency teams to set up emergency rescue teams, with Niu, the deputy head of the township, as the commander at the scene. Minister Ma and Township Head Zheng are responsible for organizing the logistics support team to do a good job in logistics support, while Township Head Wang is responsible for investigation and monitoring. Everyone should act immediately. And report to the district flood control headquarters according to the procedure, and seek support when necessary.

After all the staff of the Shijiaying Township Field Command arrived at the scene, the members of the Command immediately assembled at the "emergency headquarters". The investigation team reported the current situation to the on-site headquarters: "There was a landslide in front of Caojiafang Mountain in Shijiaying Township this morning, and a large area of landslide or debris flow may occur, which seriously threatened the life and property safety of the village 15 households with 52 people." Deputy head of Niu and deputy commander of the on-site command: "Emergency rescue teams and village cadres organize villagers to evacuate to safe areas; The security team blocked the road traffic at both ends of the village; The investigation team continued to follow up and monitor; The logistics support team should be prepared for support; The medical and health team is on standby at any time; All groups act immediately, please implement it immediately! " Each group answered "Yes!"

Qiu, head of the emergency rescue team of the headquarters, issued an order to the emergency detachment; "Now the back of Shijiaying Township is in danger of geological disasters. Please perform the following tasks: ① Two team members issued early warning signals in the village, 18 team members and village cadres organized villagers to evacuate to safety; (2) Other team members set up a warning at the intersection and execute it immediately! " Emergency team member: "Yes!"

Two members of the Caojiafang village emergency team ran to the two ends of the village with "No Pass" signs and warning ropes to set up vigilance on the road, and the investigation team continued to monitor.

Two emergency team members from Caojiafang Village went to the village to whistle and sound gongs to issue early warning signals.

Other members of the emergency team in Caojiafang Village and two groups of village cadres ran into the village to organize villagers to evacuate to a safe place (the villagers walked out of the village with daily necessities, and the emergency team led the villagers to the evacuation point).

The logistics support team distributed instant noodles and other necessities to the victims.

The executive deputy commander reported the disaster situation, casualties and property losses.

The commander-in-chief of the headquarters asked the investigation team about the debris flow and asked the flood control office about the meteorological situation before giving an order. Commander-in-Chief: "How is the disaster now?" "There is no increasing trend and there is no obvious sign of decline." "What's the weather like?" Vice Mayor Niu: "The accumulated rainfall in this area has reached 80 mm, and there will be no rainfall in the next three hours. The flood control headquarters has lifted the alarm. " The township head announced the end of the exercise.
