City, county (city, district) people's governments and their relevant departments should take measures to deal with enterprises involving heavy metals such as lead, mercury, cadmium, chromium, arsenic, thallium, antimony, manganese, and other radioactive metal enterprises. Carry out key supervision and support and guide relevant enterprises to carry out technological transformation and centralized treatment; for heavy metal polluted areas within the administrative region, a treatment plan should be formulated, responsibilities should be clarified, and standards should be met on schedule.

Enterprises involved in heavy metals shall recycle and harmlessly treat tailings, waste residues, wastewater, etc. containing heavy metals to prevent environmental pollution; if pollution has been caused, they shall bear the responsibility for environmental restoration. For heavy metal-related enterprises that have collapsed or been shut down, the municipal, county (city, district) people's governments and their relevant departments should include their tailings, waste residue and slag dump sites in the heavy metal pollution area control plan, and actively solve the problems left over from history.
