Why has Jingzhou, Hubei Province never developed?

I come from Wuhan and have been in Jingzhou. I can't say I know it very well, but here I guess the reason why Jingzhou lacks development momentum. I think the main reason is geographical location. In China, to develop, it needs the support of the higher government, but why is the provincial policy less supportive of Jingzhou? Jingzhou is sandwiched between Wuhan and Yichang, both along the Yangtze River, so it is a good place by rights. But that's only for pure geographical location. When it comes to development, the national policy is that the central city radiates the surrounding cities. But Jingzhou is sandwiched between Wuhan and Yichang, which is sad. Needless to say, Wuhan is the thoroughfare of nine provinces where the provincial capital is located. There is no reason why the government should not spend resources here. Yichang, located in the southwest corner of Hubei Province, has been an important town of Jingchu since ancient times, and now it has attracted national attention through the general trend of the Three Gorges Project. The development of Wuhan can radiate Huangshi Xiaogan Xiantao Xianning, and at least attract a large number of local people to Wuhan to find opportunities. Yichang radiates Enshi Jingmen Qianjiang area. Jingzhou, which is located in the middle, is dragged away by two big cities, one east and one west, which will inevitably lead to insufficient suction. Moreover, government resources are limited, so it is impossible to invest extensively, and it can only be done from point to area. Therefore, the former Grand Jingzhou did not enter the first echelon of Hubei development. Moreover, Jingzhou did have its glory in the early stage of reform, and Shashi Daily Chemical is a good representative. At that time, Jingzhou had a large number of state-owned light industries. However, the pain of state-owned enterprise reform is not wasted, just look at the northeast now. As for why the high-speed railway doesn't take Jingzhou as an important station, I judge that Jingmen needs the exit passage more than Jingzhou. Jingmen, located in central and western Hubei, is a city with weak economy. It is impossible for the government to leave Jingmen alone in a position that grandma and uncle don't love, so it is understandable to increase support for Jingmen. Although the railway passenger transport in Jingzhou is underdeveloped, it takes less than 3 hours by bus from Shanghai-Chengdu Expressway to Wuhan and Yichang, and there is a bus in almost 20 minutes. Everyone wants to do a good job in his hometown, which is completely understandable, but for a higher level government, the world is like chess, and playing chess always has priorities.

Urban Planning of Big Jingzhou (attached: abstract) was put forward fourteen years ago (March 2004) during the two sessions of Jingzhou Municipal People's Congress and CPPCC. The premise is that the Three Gorges Project will be closed at 1997 1 1.8, and the flood problem of Jingzhou ancient city, which has been troubled for thousands of years due to the flood season of the Yangtze River, can be cured. As a result, Jingzhou city has ushered in a great historical opportunity for great development.

Friends who have read the Romance of the Three Kingdoms all know the truth that "those who win Jingzhou win the world". This is because of the importance of Jingzhou's strategic position. Nowadays, with the development and improvement of the logistics system, commercial competition has obviously returned to the routine of using location advantages and strategic layout. Jingzhou, with obvious geographical advantages, will become the hub of commercial activities and the foundation of career success.

Jingzhou has the following advantages:

1, with obvious advantages of backwardness, is located in the hinterland of the motherland, extending in all directions, connecting Bashu and connecting more than ten urban agglomerations along the river. Jingzhou has been called little shanghai since ancient times. Although Jingzhou has obvious geographical advantages in the past, it has long been plagued by floods in the Yangtze River. Regional economic development is seriously lagging behind the developed coastal areas.

The construction of the Three Gorges Project has alleviated the flood problem in Jingzhou. From then on, Jingzhou is a strong field for industrial and commercial talents and giants, and there is enough space to show your talents to the maximum.

2. The ancient city of Jingzhou, with a strong humanistic atmosphere, is the ancient capital of Chu, and the Millennium zhanghua Temple is the best witness. Jingzhou is the birthplace of Chu culture. Thousands of years of history has left rich cultural heritage and human spiritual wealth, which needs to be explored and developed.

3. Simple folk customs, diligence and wisdom. Jingzhou has numerous celebrities since ancient times. Chu people attach great importance to learning knowledge and understanding, and only Chu people are well known to the world. Now a large number of talents are scattered among the people, which is an important human resource of our firm.

For example, an ordinary peasant woman in Jingzhou can usually cook several palace dishes. Any pupil can speak his mind, and he knows the general trend of the world like the back of his hand. Just find a business theme in Jingzhou, organize a group of people, and you can do business.

4. Jingzhou is a famous land of fish and rice, with rich products and rich people's livelihood. All the year round, everything is delicious and delicious.

5. Jingzhou will form its own system in the strategic planning of the development of the Yangtze River Economic Belt. On the management level, it is on an equal footing with Wuhan Economic Circle, Hefei Economic Circle and Nanchang Economic Circle, and is known as an important central city in the middle reaches of the Yangtze River. At present, the development is lagging behind, but from a strategic point of view, it is indeed a huge late-comer advantage.

Thousands of years of civilization have made Jingzhou famous in China and even the world. If you use the popularity of your city to promote products in business competition, you will find that you get twice the result with half the effort.

7. Jingzhou Municipal Party Committee and Municipal Government has contributed to economic and social development, with a strong sense of service.

Jingzhou has made great achievements in the basic work of economic development such as urban regional planning, infrastructure construction, industrial policy research and formulation.

Two Yangtze River Bridges, Jingzhou Yangtze River Bridge and Gongan Yangtze River Bridge, have been completed one after another, forming the inner ring road of Jingzhou Ancient City, Shashi District, Jiangling District and Gongan District, with a total length of nearly 60 kilometers, and its length and coverage area are second to none in the inner ring structure of municipal roads in the world.

The newly-built airport, railway and expressway network are all available. In terms of network construction, Jingzhou is one of the national data exchange centers, and the FTTH project has been completed. In terms of power supply, close to the Three Gorges Project, there are also large-scale thermal power plants with self-peaking. The power supply is sufficient, and the advantage of electricity price is particularly obvious.

Everyone has long had a red-headed document to support Jingzhou's industrial development.

I hope that people of insight in the world will join in the development tide of Jingzhou, and at the same time, they will certainly be able to develop themselves.

Attachment: Outline of the Planning of Jingzhou Metropolis (Proposal of CPPCC members)

1 Expand the original urban area of Jingzhou City, join Jiangling District on the basis of existing Jingzhou District and Shashi District, and the public security district will form a joint office of four districts. The total urban area has expanded from 1500 square kilometers to more than 4,000 square kilometers.

On the basis of the existing Jingzhou Yangtze River Bridge, another Yangtze River Bridge will be built in the downstream section of Majiacun (Yangchang Town, Gongan County on the other side). This bridge is designed as a highway-railway bridge (tentatively named Gongan Yangtze River Bridge).

Project progress: The bridge started on 20 12, 16 10, and was completed on February 25th, 20 18.

Jingzhou Yangtze River Bridge and Gongan Yangtze River Bridge connect the banks of the Yangtze River in the inner ring of Dajingzhou City, and establish the basic inner ring main road in Dajingzhou City with Jingzhou, Shashi, Jiangling and Gongan Jiang Yan Road as the backbone.

Project progress: 36 km of Sha Highway has been completed and opened to traffic. Supporting facilities: 69 kilometers of Jian Jiang Expressway, Zaoshi Expressway, G207 Jingzhou Section, 36 kilometers of Shashi-Jiangling first-class highway and Shashi-Jiangling riverside highway have all been completed as scheduled.

The railway network takes the Gongan Yangtze River Bridge as the intersection point to realize the intercommunication of Jingmen, Changde, Yueyang and Songzi railway stations. Form a railway website centered on Jingzhou. Solve the freight and mass travel needs of Jingzhou Railway.

Progress: Jingzhou-Wuhan Passenger Dedicated Line 20 1 1 opened to traffic. Jingzhou section of Hua Meng Railway crosses Gongan Yangtze River Bridge (including Jingyue Railway) smoothly.

5 Airport Jingzhou Airport has started construction.

On the basis of the adjustment of the urban functions of Grand Jingzhou, Jingzhou Ancient City Tourist Scenic Area, Jingzhou Financial District, Jingzhou Business District, Jingzhou Jiang Yan Industrial Development Zone, Jingzhou Heavy Industry Development Zone, Jingzhou Residents Community and Jingzhou Modern Agricultural Tourism Industrial Base will be formed.

From the perspective of pure market allocation of resources, Jingzhou should develop better and its economic scale should be 50% larger than it is now. For example, Hunan high-speed railway should give priority to Jingzhou rather than Yichang in terms of cost and beneficiaries, but the result is that people in the province chose Yichang first. For example, Jiangling Tobacco Factory in Jingzhou has a good prospect, but the provincial government loses tax revenue 1 100 million yuan for Wuhan Tobacco Factory (Yichang Tobacco Factory and Xiangyang Tobacco Factory) every year; Jingzhou basically has no investment from central enterprises, relying entirely on its own accumulation and private economy. Among the top five taxpayers in Yichang and Xiangyang, four are local taxpayers of central enterprises, and the top five taxpayers in Jingzhou are private enterprises. The absolute value of tax payment is definitely not as good as Yichang and Xiangyang. Among the blind the one-eyed man is king.

Some people say that it may be that the flood in 1998 stopped all investment promotion in Jingzhou, and no enterprise was willing to come no matter how good the investment promotion treatment was in the later period.

Secondly, although Jingzhou has a good geographical location, it is subject to the flood diversion area and the traffic is not very good. The train doesn't leave until 20 12 and the expressway doesn't leave until 20 14. It can be seen from the incident of Oriental Star last year that the families of the victims still need various transfers to get from Shanghai to Jianli County under Jingzhou. It is inevitable that you can get rich by building roads first!

Personally, the most fatal thing is that Jingzhou is divided into flood diversion areas and is not allowed to develop industry. Jingzhou can only develop agricultural products processing, textiles and daily light industry, and still only rely on local enterprises to survive!

Generally speaking, Jingzhou's economic model is very simple, there are no leading enterprises to drive the local economic development, and there are few foreign investors!

Perhaps all these have more or less restricted the development of this historic city. If you think of any good answers, please leave a message!

One of the most important features of Jingzhou is that the whole Jingzhou is almost plain, which is rare in many areas. Jingzhou is one of the most important grain producing areas in Hubei and even the whole country. The so-called land of abundance in Hubei refers to Jingzhou. Plain, grain-producing area, suitable for mechanized operation, and the state has a red line protection policy for cultivated land. Almost every piece of land in Jingzhou is cultivated land. This means, firstly, from the perspective of national policy, Jingzhou must grow grain, and only grain is allowed, and cultivated land is not allowed to develop industry and commerce.

Why was Jingzhou famous in ancient times? Because it was an agricultural society with developed agriculture, it was of course a military center. Now it is an industrial and commercial society and an information society, but Jingzhou wants to develop agriculture for the sake of a game of chess for the whole country, so it is normal for it to develop badly, and Jingzhou has made sacrifices for the whole country.

Zhanjiang, Guangdong, for example, has developed slowly for a long time, because the South China Sea Fleet is an important military base in Zhanjiang, and it is also the reason why many private investments are restricted.

It doesn't matter where people are, but we should thank those regions and people who have made sacrifices for the national chess game. There are many such places, some of which we just don't know.

The first is dismemberment, the second is the thinking of leaders and ordinary people, and the third is the geographical influence of modern development (flood diversion area) and the state's investment in transportation. Up to now, many counties have not been connected with trains and high-speed trains. Before the completion of the Jingyue Bridge, many counties were quite closed. After more than 30 years of reform and opening up, it took five years to get on the right track! Many people became rich in ten years, not to mention the lack of development in the past thirty years. This is not only the backwardness of the economy, but also the backwardness of culture, ideas, and humanities as a whole. Jingzhou ancient city, thousands of years of Chinese culture, culture and tourism development? After the merger of Shashi, the star city of the national textile industry, it has not only failed to strengthen economic development, but has become a burden! Ulfsaar will have a nest. Since the political reform and opening up, have there been any provincial (ministerial) cadres in Jingzhou? Ordinary people should reflect, but what's the use?

Speaking of Jingzhou, one of the ancient Kyushu, it has always been a battleground for military strategists. Now Jiangling, which belongs to Jingzhou, was once the capital of Chu State, the Seven Heroes of the Warring States Period, with a history of more than 400 years. As a famous historical and cultural city in China, Jingzhou is very famous in China!

Back to now, Jingzhou has an area of10.4 million square kilometers, a population of 7 million, a GDP of10.4/0.8 billion yuan in 2065 and 43.8+0.8 billion yuan in 2008, ranking fourth in Hubei Province (nearly 200 billion yuan behind the third Yichang). Located in Jianghan Plain, with the golden waterway of the Yangtze River, Jingzhou has been developing.

Personally, I think Jingzhou can't develop for the following reasons:

1 As an important flood diversion area of the Yangtze River, there is no heavy industry foundation.

As the mother river, although the Yangtze River is a golden waterway, there will still be water worries from time to time, and Jingzhou is in an important flood diversion area in Hubei, which has a very serious impact on the development of Jingzhou! Dare not develop heavy industry, can only develop some light industry, foreign capital is reluctant to come in, accumulated for so many years, the result is the decline of Jingzhou!

2, missed the opportunity of reform and opening up.

The slogan "vigorous 28, daily necessities in Shashi" was really familiar in the 1990 s, and it was known to all ages. At that time, the market share reached 80%, which was higher than that of Procter & Gamble now. It also created the legend of Shashi Daily Chemical, but now Shashi Daily Chemical no longer exists. After a joint venture (60% in Germany and 40% in China) with the German company Meijieshi, the brand Dali 28 was bundled. Of course, this is just a chestnut, but it is also a microcosm of Jingzhou's missed development opportunities!

So Jingzhou really didn't develop?

Personally, Jingzhou should build Jingzhou City from the following aspects:

1, develop tourism economy by using the business cards of famous historical and cultural cities in China.

2. Take advantage of the opening of the railway along the Yangtze River to build an eco-economic belt along the Yangtze River.

3. Strengthen economic ties with Yichang, complement each other's advantages and achieve a win-win situation.

Jingzhou's economic development trend is strong, and there is no saying that it cannot develop. In the whole province, the city's GDP ranks first among similar cities (excluding one principal and two deputies). Jingzhou has changed a lot in recent years. The railway station and airport have been built.

Jingzhou's economic strength is very strong. Many years ago, I put forward the proposal of "one main and three auxiliary". As a famous cultural city, Jingzhou has a profound historical background and should be further developed.

The city should also vigorously strive for relevant support and energy-based policies, and step up the construction of Dongting Lake ecological economic zone. When it reaches a certain scale, such as GDP of at least 300 billion, it can rely on Honghu Lake to become the sub-central city of Wuhan city circle. So I think the development of Jingzhou can only be said to be lower than the expectations of netizens, but it is not impossible to develop.

According to the 20 17 GDP ranking of Hubei province, Jingzhou ranks fourth in the province, ahead of all sub-centers in Wuhan city circle, which fully shows that Jingzhou still has some merits.

Jingzhou

There will be many difficulties in future development. I have several views on whether we can maintain the attitude of "standing on the forefront bravely" in the increasingly fierce competition:

(1) Strengthen investment attraction, give full play to the advantages of a populous city, introduce a number of smart enterprises such as Huawei, Foxconn and Lenovo, and call on Jingzhou people all over the country to return to their hometowns to start businesses.

② Build a smart city, introduce a number of high-tech scientific research institutes, recruit talents from China, and explore business opportunities in Shashi. Take Shashi as a brand and build a new highland for innovation and entrepreneurship in China.

(3) Introduce the concept of "attracting Han+Dongting", set up the concept of livable city with ecological economy as the starting point, and establish the new cultural view of Shuicheng. Combining the advantages of Dongting Lake Economic Zone, Yangtze River Economic Belt, Wuhan City Circle and the rise of Central China, China will be built into a water town city.

The distance between Jingzhou and the provincial capital Wuhan is too embarrassing. If it is farther away, with the historical background of Jingzhou, it must be a pole of Hubei; If it is closer, the intercity high-speed rail can also go directly. Because of this embarrassing geographical location, all kinds of PK will not win in Jingzhou, whether it is a political or commercial occupation. This is the first point. Jingzhou is not developed in the province. Secondly, Jingzhou is tattered and does not feel the vitality of a new era. Not to mention the harmony between people, various forums feel that Jingzhou people are angry, not introspective, and always look down on this and that. Tianmenheng is the cleverest folk song in Hubei, Xiantao is the top scholar in Hubei college entrance examination (it has gone downhill to loneliness), Xiangyang is the deepest in historical and cultural precipitation, Yichang is the most beautiful water town, and there are mysterious Shennongjia and Shiyan with high humanistic quality. Jingzhou should ask yourself what else you have and what you want.

Jingzhou, Hubei Province is a city near the Yangtze River, a land of plenty. Hong Hushui's waves and Guan Yu's carelessness are all in Jingzhou. Jingzhou is a famous historical and cultural city, but I think the main reason is that there is no heavy industry in Jingzhou, and some old heavy industry projects have long withered and no new big projects have been introduced.
