Blasting operations, sand and gravel mining, river damming, dumping of garbage, and stacking of materials are not allowed within 200 meters upstream and downstream of large and medium-sized highway bridges and ferries. Extracting soil, quarrying, mining, blasting and other construction operations on both sides of the highway must not endanger the safety of the highway and highway facilities. Vehicles that exceed the load limit, height limit, width limit, and length limit of highways and highway bridges, tunnels, and ferries are not allowed to pass at will. If it is necessary to pass, it must be approved by the highway administration agency and a pass must be issued. Vehicles carrying over-the-limit items that cannot be dismantled must drive according to the designated time, route, and speed, and display obvious signs.

Transport units that exceed the limit shall pay the highway administration agency the costs incurred in taking technical protection measures and repairing damaged parts to ensure the passage of over-limit vehicles. It is strictly prohibited to lay pipelines transporting flammable, explosive and toxic substances in bridges and tunnels.

The construction of bridges, aqueducts, pipelines, etc. that span or cross highways should comply with highway technical standards and the long-term development plan of the highway, and obtain the consent of the highway administration agency and the public security and traffic management agency in advance. When planning and building new market towns along national highways, provincial highways and important county roads, they should be carried out on one side of the highway. The clear distance between the edge of the new market town and the outer edge of the highway ditch: no less than 80 meters for national highways and provincial roads, and no less than 80 meters for county roads. Not less than 50 meters; rural roads not less than 15 meters.

If the market town formed by the highway cannot be renovated for the time being, market management should be strengthened, the area should be delineated and returned to the city, and development along the highway should not be allowed. If the highway has bypassed the market or town, no more houses may be built along the road to form a new market. The establishment of toll stations on toll roads must be approved by the Provincial People's Government.

If the same toll road is organized and constructed by different transportation authorities or operated by different highway operating enterprises, it shall make overall planning and rationally set up toll stations in accordance with the principle of "unified toll collection and proportional sharing".

The toll standards for toll roads shall be proposed by the highway toll collection unit, and shall be reviewed and approved by the provincial transportation department in conjunction with the provincial price department to implement toll collection management. The road management of expressways should also comply with the following regulations:

(1) It is prohibited to set up level crossings on expressways;
