The term “rural cleanliness” as mentioned in these Regulations refers to the collection and treatment of rural domestic garbage, domestic sewage, human and animal manure and agricultural waste, and the daily maintenance of village appearance. Article 3 Rural cleaning follows the principles of government leadership, villagers as the main body, social participation, and diversified input. Article 4 The municipal and county (district) people's governments shall strengthen the organization and leadership of rural cleaning work, make overall plans and build rural cleaning facilities according to local conditions, and encourage social entities to participate in the construction and management of rural cleaning facilities.
The township (town) people's government is responsible for organizing and implementing rural cleaning work within its jurisdiction, and guiding and supervising village committees to perform rural cleaning duties. Article 5: The competent departments of agriculture and rural areas are responsible for the overall coordination, supervision and management, inspection and assessment of rural cleaning work.
The development and reform, ecological environment, urban management, housing and urban and rural construction, transportation, water conservancy, health and other competent departments shall jointly carry out rural cleaning work in accordance with their respective responsibilities. Article 6 People's governments at all levels should strengthen publicity and education on rural cleaning work and advocate a green, low-carbon, and healthy lifestyle.
The township (town) people's government and village committees should popularize rural cleaning laws, regulations and scientific knowledge, and guide villagers to actively participate in rural cleaning activities.
Radio, television, newspapers, magazines, the Internet and other media should strengthen the publicity of rural cleaning work. Chapter 2 Cleaning Facilities Article 7 The municipal and county (district) people's governments shall, in accordance with the requirements of rural cleaning, plan and construct cleaning facilities for the collection and treatment of domestic garbage, domestic sewage, human and animal manure, and agricultural waste. Article 8 The township (town) people's government shall determine the collection and treatment methods of rural domestic sewage and build sewage treatment facilities based on planning, sewage volume, economic development level, etc. Article 9 Newly built rural concentrated residential areas shall uniformly build rainwater and sewage diversion pipe networks and treatment facilities, and be equipped with garbage classification and collection facilities that meet the requirements. Article 10: Encourage the gradual implementation of classified placement, classified collection, classified transportation, and classified processing of rural domestic waste.

When rural housing is newly built, renovated, or expanded, harmless sanitary toilets must be built as supporting facilities. Article 12 The township (town) people's government and village committees are responsible for the daily management and maintenance of rural sanitary public toilets, domestic garbage and sewage treatment and other rural cleaning facilities.
No unit or individual may occupy, damage, or dismantle rural cleaning facilities such as garbage bins (buckets), rural sanitary toilets, and garbage disposal facilities, or change their uses without authorization. Chapter 3 Cleaning Regulations Article 13 Villagers are responsible for the cleaning of their residential courtyards, front and back of their houses, and contracted fields, forests, ponds, tidal flats and other areas.
The village committee is responsible for the cleaning of roads, rivers, canals, squares and other public areas in the village.
Governments, enterprises, institutions, social organizations, etc. are responsible for the cleaning work within the scope of their management and use. Article 14: A cleaning staff system shall be implemented for rural cleaning.
The township (town) people's government and villagers' committee may determine the cleaning methods and employment of cleaning personnel based on the actual situation and relevant regulations. Article 15 The county (district) people's government shall establish and improve the urban and rural coordinated collection, transportation and disposal mechanism of rural domestic waste to achieve harmless, reduction and resource treatment.
Units and individuals that collect, store, transport, utilize, and dispose of garbage should take effective measures to prevent scattering, loss, and leakage.
Article 16 In areas where classified management of domestic waste is implemented, units and individuals shall place domestic waste in corresponding garbage collection facilities in accordance with the regulations on classified management, and shall not dump or place it randomly.
Toxic and hazardous waste such as discarded mercury-containing fluorescent lamps, lead-acid batteries, mercury-containing thermometers, and electronic products must be collected separately and transported to relevant waste treatment centers or disposed of in accordance with relevant regulations. Article 17 Rural livestock and poultry farms and breeding communities shall, in accordance with relevant regulations, build supporting facilities for collection and disposal of manure and operate them normally, encourage the implementation of a recycling model that combines planting and breeding, and promote the resource utilization of breeding waste.
Specialized livestock and poultry breeding households and casual livestock and poultry farmers should collect, store and clean up livestock and poultry manure, sewage, etc. in a timely manner and must not pollute the environment.
Encourage and support professional livestock and poultry breeding households and livestock and poultry farmers to adopt methods such as returning manure to the fields to comprehensively utilize livestock and poultry breeding waste. Article 18 Agricultural producers and operators shall use chemical fertilizers, pesticides, agricultural films, seedling trays, etc. in a scientific and rational manner, clean up and recycle all types of agricultural waste in a timely manner, and prevent environmental pollution.
Encourage agricultural producers and operators to use organic fertilizers, biopesticides, high-efficiency, low-toxicity and low-residue pesticides and degradable agricultural films, promote ecologically friendly, clean and safe agricultural production technologies, and promote the improvement of the rural ecological environment.
