The term "old factory buildings" as mentioned in these Measures refers to the old industrial factory buildings, storage rooms, characteristic industrial sites and other related stock spaces and facilities that can not continue the original production due to evacuation, industrial transformation, functional adjustment and non-conformity with the regional industrial development orientation within the city, and is included in the "Beijing Old Factory Building Reconstruction and Reuse Account". Projects that have been supported by other municipal financial funds will not be repeatedly supported.

Increase the overall planning of the project.
(1) Comprehensively strengthen the overall management of the old factory. Each district should refer to the standards for the entry of high-tech industries in its jurisdiction, comprehensively sort out the industrial vacated space and idle and inefficient old factory plots and projects, form a list of bottom accounts and dynamically update management, and submit it to the Municipal Bureau of Economic and Information Technology on a quarterly basis to form a "Beijing Old Factory Reconstruction and Reuse Account". On the implementation of the old factory renovation and utilization projects with a total investment of 30 million yuan (inclusive) or more, in principle, it should be included in the city's high-tech industry project library; The projects supported by this measure should also be included in the high-tech industry project library.
(2) Strengthen the planning of key projects in old factories. All districts should actively tap the space resources of old factories, strengthen the coordination of urban resources and attract major and exemplary advanced manufacturing projects in combination with regional land space planning and high-tech industry development planning; According to the principle of "list management and project promotion", the key projects of old factory building renovation should be completed in an orderly and timely manner.

(3) Promote the transformation, utilization and promotion of vacated space. On the premise of conforming to the functional orientation and planning of the capital, the old factory buildings and other industrial spaces are encouraged to carry out structural reinforcement, green and low-carbon transformation, scientific and technological scene creation, interior and exterior decoration, etc. by means of independence, joint venture and leasing, so as to optimize functions, improve quality and increase efficiency, further release space resources for the development of high-tech industries and promote regional industrial upgrading. For key projects with a building scale of more than 3,000 square meters, significantly improved resource allocation efficiency and strong industrial leadership, support will be given according to the current policy, and the maximum amount of support for a single project will not exceed 50 million yuan.
(4) Overall regional renewal. Encourage the use of old factories combined with surrounding resources to build a science and technology park with clear positioning, outstanding functions and strong radiation driving force, so as to promote the innovation and development of surrounding areas. When promoting the renewal of old factories, each district should simultaneously sort out the shortcomings of functions and supporting facilities in the surrounding areas and make overall plans with the surrounding old buildings, traditional business districts and inefficient industrial parks. In order to meet the requirements of safety, environmental protection and barrier-free standards, such as adding stairs, air ducts, barrier-free facilities, elevators, external wall insulation, outdoor open public spaces and other necessary ancillary facilities, the increased building scale may not be included in the building control scale of each district, and the statistics shall be recorded separately by each district; According to the needs of industrial upgrading and improvement of regional supporting facilities, supporting service facilities can be built that do not exceed 65,438+05% of the total building scale above ground. On the basis of meeting the requirements of the code and ensuring safety, the factory space can be reasonably used for storey-adding renovation with legal approval. The design scheme needs structural safety demonstration, and the supporting service facilities are managed according to their main purposes. For the increased building scale index, the district government can study the transfer path and method of the index on the premise of maintaining the stability of the total building scale at the district level.

Guide the use of old factories to support the development of high-tech industries
(5) Actively encourage the development of advanced manufacturing industry. Beijing enterprises are encouraged to use the vacated industrial space and old factories to carry out advanced manufacturing projects without changing the nature of industrial land. For the completed projects that have been included in the old factory building renovation and reuse account in Beijing, if the construction period is not more than 3 years and the investment in fixed assets is not less than 5 million yuan, 20% of the total investment will be rewarded after completion, and the maximum reward for a single project will not exceed 30 million yuan; If the key equipment and production lines needed for R&D leasing are constructed and produced by means of financial leasing, the annual subsidy shall not exceed 5%, and the longest subsidy shall not exceed 3 years. The annual subsidy amount of a single enterprise shall not exceed 6,543,800 yuan.
(6) Support the construction of new infrastructure. Encourage the use of old factories to build new infrastructure projects such as new network facilities, data intelligent facilities and ecosystem facilities, as well as smart application facilities, use funds and scenarios. , intensify project planning and construction, support innovative research and cultivation of new subjects and platforms, and strengthen differentiated support for key nodes in the whole life cycle, which will be implemented in accordance with Several Measures on Promoting the Promotion and Application of New Technologies and New Products in New Infrastructure Investment in this Municipality.
(seven) to support the construction of the pilot line project of innovation subject. Encourage social capital to use old factories to carry out pilot line construction aiming at consistency test and small batch production, and encourage national and municipal industrial innovation centers and enterprise technology centers, as well as self-built or joint scientific research institutions to carry out pilot line construction aiming at large-scale production to test and verify the maturity of production technology and the feasibility of engineering realization. Eligible projects will be rewarded according to 30% of the investment in fixed assets of the project, and the maximum reward amount of a single project will not exceed 30 million yuan.

Encourage all districts to make full use of the space resources of old factories around the direction of leading industries and the development needs of enterprises, and create a number of "specialized and innovative" characteristic parks. Actively encourage the park to build industrial support platforms such as pilot proofing and manufacturing, and attract "specialized and innovative" enterprises to settle in. For characteristic parks with "specialization and novelty" enterprises accounting for more than 20% of the total area of enterprises in the park, the maximum project subsidy is 5 million yuan according to the actual construction investment, and the maximum reward is 6,543,800 yuan according to the service performance.

Expanding investment and financing channels to support the transformation of old factories
(9) Increase government investment guidance. For the renovation and reconstruction projects of old factories included in the urban renewal plan, administrative fees shall be reduced or exempted according to law, and relevant taxpayers shall enjoy preferential tax policies according to law. Encourage all districts to study and introduce supporting policies to guide social capital to renovate idle and inefficient old factories; For the unrenewable industrial vacating space and idle and inefficient old factories, it is suggested that all districts actively use them through purchasing, storage and repurchase.
(10) Encourage and guide diversified capital participation. Strengthen the overall planning and guidance of the government, pay attention to the role of the market mechanism, explore the tripartite cooperation model of government, banks and enterprises, and actively attract social capital to participate in the renovation and renovation projects of old factories. Encourage social subjects to raise funds for the renovation of old factories by issuing corporate bonds according to law. Support policy banks, commercial banks and other research and development to promote special loans for urban renewal, and provide medium-and long-term credit to the implementation entities that undertake investment, financing, construction and operation management of urban renewal. Encourage financial institutions to carry out diversified financial product and service innovation according to law, effectively revitalize old factory buildings to update and utilize project assets, and develop and launch Reits and other related financial products.
