Regulations of the Standing Committees of the People's congresses at various levels in Xiangxi Tujia and Miao Autonomous Prefecture on supervising the work of the people's courts and people's procuratorates at the corresponding levels. Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Organic Law of People's Republic of China (PRC) Local People's Congresses and Local People's Governments at All Levels, the Law of People's Republic of China (PRC) on Regional National Autonomy and other relevant laws and regulations, and in light of the actual situation of this state. Article 2 The Standing Committees of the people's congresses at various levels in this state (hereinafter referred to as the NPC Standing Committee) shall supervise the work of the people's courts and people's procuratorates at the corresponding level (hereinafter referred to as the "two houses") according to law.

The Legislative Affairs Committee of the State People's Congress (hereinafter referred to as the Legal Affairs Committee) and the Legal Affairs Committee of the Standing Committee of the County People's Congress (hereinafter referred to as the Legal Affairs Committee) are responsible for the daily work of the Standing Committee of the National People's Congress at the corresponding level to supervise the two houses. Article 3 The purpose of the NPC Standing Committee's supervision of the "two houses" is to ensure the compliance and implementation of the Constitution, laws and regulations, and the resolutions and decisions of the people's congresses at higher levels and their standing committees, support the "two houses" in exercising their functions and powers according to law, promote the building of socialist democracy and legal system, safeguard the unity of all ethnic groups and ensure the smooth progress of socialist construction. Article 4 The NPC Standing Committee's supervision over the two houses, including legal supervision and work supervision, must be based on laws and facts. Supervision content:

(a) the implementation of the Constitution, laws and regulations and the relevant resolutions and decisions of the people's congresses at higher levels and their standing committees;

(two) the implementation of the autonomous regulations and separate regulations of this state;

(three) the staff of the two houses perform their duties according to law;

(four) to handle matters assigned by the people's Congress at the corresponding level and its Standing Committee. Chapter II Hearing and Deliberating Work Reports Article 5 the NPC Standing Committee hears and deliberating the work reports of the two houses, and makes corresponding resolutions or decisions when necessary. The contents of the report to be heard and considered can be put forward by the "two houses", or by the Law Committee and the Legal Affairs Committee, and the meeting of directors decides to submit it to the NPC Standing Committee for deliberation.

When the National People's Congress Standing Committee (NPCSC) deliberates the work reports of the two houses, the heads of the two houses shall attend the meeting as nonvoting delegates, listen to opinions and answer questions. Article 6 When the the NPC Standing Committee is not in session, the directors' meeting may listen to the work reports of the two houses, and the Law Committee and the Law Working Committee may listen to the special work reports of the two houses and put forward opinions and suggestions. Seventh the NPC Standing Committee's resolutions or decisions on the work reports of the "two houses" shall be carefully implemented by the "two houses".

The opinions and suggestions put forward by the Standing Committee of the National People's Congress or the meeting of directors on the work report of the two houses should be studied and handled by the two houses, and the results should be reported. Article 8 The "two houses" shall promptly notify the Standing Committee of the National People's Congress at the corresponding level of major cases and particularly major cases of economic crimes and criminal offences. Chapter III Inspection and Law Enforcement Inspection Article 9 the NPC Standing Committee organized members and representatives of the NPC Standing Committee to inspect the work of the "two houses" as needed. The two houses should truthfully reflect the situation, provide materials and answer questions.

The opinions and suggestions put forward by members of the National People's Congress Standing Committee (NPCSC) and deputies to the National People's Congress during the inspection should be carefully studied by the two houses; Decided by the meeting of directors, the two houses shall return the results as required. Tenth the NPC Standing Committee can organize members of the Standing Committee, deputies to the people's congresses at the corresponding levels and responsible persons of relevant departments to inspect the law enforcement of the "two houses".

Law enforcement inspection can check the implementation of several laws and regulations, and can also check the implementation of individual laws and regulations. The inspected entity shall provide the real situation and convenient conditions.

Major problems found in law enforcement inspection, inspectors should write a report to the Standing Committee of the National People's Congress, and the meeting of directors will decide to hand it over to the two houses for handling. Chapter IV Appointment, Inquiry and Investigation of Specific Issues Article 11 With the consent of the meeting of directors of the NPC Standing Committee, deputies to the National People's Congress may meet with the heads of the two houses and put forward opinions and suggestions. Article 12 During the meeting in the NPC Standing Committee, five or more members of the Standing Committee of the State People's Congress and three or more members of the Standing Committee of the County People's Congress may jointly submit a written inquiry to the "two houses" at the corresponding level, and the meeting of directors shall decide whether to submit it to the organ in question. If the bill of inquiry is assigned, the person in charge of the organ in question shall reply at the the NPC Standing Committee meeting. The NPC Standing Committee members are not satisfied with the reply, the organ in question shall reply again. Thirteenth the NPC Standing Committee can organize a special investigation committee on major issues in the work of the two houses, and make corresponding resolutions according to the report of the special investigation committee, and submit them to the two houses for implementation. The two houses shall submit implementation reports to the NPC Standing Committee within the prescribed time limit. Fourteenth investigation of specific issues by more than one third of the members of the Standing Committee of the National People's Congress jointly put forward to the NPC Standing Committee.

The investigation committee on specific issues consists of the chairman, vice-chairmen and several members. The members of the investigation committee shall be nominated by the directors' meeting among the members of the NPC Standing Committee and the deputies to the people's congresses at the corresponding levels, and passed by the the NPC Standing Committee meeting. Chapter V Accepting Complaints and Accusations Article 15 the NPC Standing Committee accepts the complaints and accusations of the people against the "two houses" and their staff in the following ways:

Investigation and handling of general problems;

(2) Major issues shall be decided by the meeting of directors of the National People's Congress Standing Committee (NPCSC) and referred to the two houses for handling. The two houses shall report the handling results within three months, and explain the reasons for not handling the termination;

(three) the meeting of directors of the Standing Committee of the National People's Congress believes that the complaints handled by the two houses are not handled properly, and may issue a review proposal, requesting the two houses to conduct a review;

(four) involving the leaders of the two houses, the meeting of directors of the Standing Committee of the National People's Congress shall decide to hand it over to the relevant authorities for handling, and when necessary, submit it to the meeting of the Standing Committee of the National People's Congress for deliberation.
