Article 3 All railway bureaus, engineering companies, surveying and design companies, subordinate factories, and communication and signal companies that have achieved remarkable results in production safety and have met the following conditions shall be reported to the Ministry in writing by each unit, and the Ministry shall make an assessment. Affiliated factories, communication and signal companies, and survey and design companies, if there are no employee deaths or serious injuries throughout the year; and the injury rate per 1,000 people in minor injury accidents, the subordinate factories and communication and signal companies will be 10% or 1,000 respectively. If the number of surveying and design companies is less than one thousandth, the Ministry of Railways will give a notification and commendation, and issue an average bonus of one yuan per person based on the total number of employees in each unit. Article 4: When any accident involving employee casualties occurs in any railway bureau, engineering company, surveying and design company, subordinate factory or communication and signal company, a financial fine shall be imposed on the unit responsible for the accident in accordance with the following provisions.
1. Financial fines for accident units

The Ministry of Finance Bureau is responsible for allocating and collecting incentives on time for railway bureaus, communication and signal companies, and Zhengzhou Loading and Unloading Machinery Factory, as well as economic fines for the above-mentioned accident units. Accident fines can be settled and collected every six months (affiliated factories and communication and signal companies are settled annually).
2. The Ministry of Finance, the General Administration of Infrastructure, and the Engineering Command are responsible for disbursing and collecting the incentive fees for engineering companies and survey and design companies and the accident economic fines for the above-mentioned companies respectively.
3. The incentive fees for the factories affiliated to the Ministry and the economic fines for the above-mentioned accident units shall be allocated and collected on time by the Ministry of Industry, the General Administration of Infrastructure, the Works Bureau, the Materials Management Bureau and other units according to their affiliations. Article 6 Employees' safety production reward fees shall be paid under the employee reward fund. Fine expenses related to employee casualties shall be paid from the enterprise's own funds (such as enterprise funds, profit retention, profit and loss share, employee reward fund, etc.) Expenditures shall be incorporated into relevant accounts by the collecting units to be used for safety rewards, labor protection education and improvement of working conditions. Article 7 Units that are fined due to employee casualties must promptly turn over the fines within the specified time and may not refuse to pay or allocate production costs.
