Adhere to the priorities, and scientifically guide enterprises to resume work at wrong peaks on the premise that the measures for preventing and controlling the epidemic situation of enterprises are put in place, so as to avoid the intensification of employee mobility and the shortage of materials for preventing and controlling the epidemic situation, and increase the pressure for preventing and controlling the epidemic situation in the city.

Confidentiality policy. Taking into account factors such as the source of employees, the need for epidemic prevention and control, and the production and operation of enterprises, we will arrange classified guidance for enterprises to resume work at peak, ensure the normal production and operation of enterprises to the maximum extent, activate the city's economic vitality, and help the epidemic prevention and control measures to advance in an orderly manner.

2. Commencement requirements: For enterprises that have resumed work, ensure stable production, continuous production and continuous production; For enterprises that have not yet resumed work, from now on, we will guide and assist enterprises to solve the problems of employment, electricity, capital and logistics involved in starting work, and realize the resumption of work as soon as possible.

the second type

1. Scope target:165438+ enterprises that resumed work before October 29th.

2. Requirements for starting work: reduce the flow of workers, continue stable production, continuous production, continuous production, and at the same time apply to the town for registration, and cooperate with the town to implement various epidemic prevention and control measures.

The third category

1. Scope target: leading enterprises in the province, enterprises above designated size, and enterprises dominated by migrant workers.

2. Requirements for commencement of work: Enterprises whose prevention and control measures have been put in place can apply for filing and registration in advance to their towns, and can resume work after 24: 00 on February 9 after on-site verification and approval by their towns.

The fourth category

1. Scope: Except for the first, second and third types of enterprises, mainly migrant workers outside the province.

2. Requirements for commencement: Apply to the local town for filing and registration after 24: 00 on February 9, and resume work only after on-site inspection by the local town.

The fifth category

1. Scope target: In addition to the first and second types of enterprises, mainly migrant workers outside the province, especially Hubei workers.

2. Requirements for commencement: The specific time for resumption of work shall be determined separately according to the epidemic prevention and control situation in Hubei and this city.

Third, safeguard measures.

Strengthen organizational leadership. Set up a leading group for enterprises in Jinjiang to respond to the novel coronavirus epidemic. The leader is Zhuang, the deputy mayor in charge of the city, and the deputy leader is the main leader of the Municipal Bureau of Industry and Information Technology and the People's Social Security Bureau. Conditional enterprises should implement corresponding incentive measures and provide corresponding basic salary guarantee for employees who obey the transfer and delay the return to work; For employees who refuse to obey the transfer and insist on returning to their posts, they should immediately ask the local government to enforce 14 days of centralized isolation medical observation, and no basic salary guarantee will be provided during the observation period; For employees who have arrived in Shanxi and returned to their posts before mobilization, we should resolutely urge them to cooperate with 14 days of isolated medical observation and provide corresponding basic salary guarantee.

Serious accountability. Towns, economic development zones and comprehensive bonded zones should strengthen organizational leadership in light of actual conditions. The main leaders should personally take the lead, set up special classes, be responsible for formulating work plans for enterprises in their respective jurisdictions to return to work at different peaks, make overall plans to refine and decompose the target arrangements for enterprises to return to work, conduct pressure at different levels, and urge enterprises to implement them well. For enterprises that refuse to cooperate with the implementation of prevention and control measures and fail to register as required to resume work on their own, the town, Economic Development Zone and Comprehensive Bonded Zone should report to the Municipal Prevention and Control Office, the Bureau of Industry and Information Technology and the Human Resources and Social Security Bureau at the first time, and the Bureau of Industry and Information Technology and the Human Resources and Social Security Bureau, together with power supply companies, water supply companies, Xinao gas companies, thermal power companies and other units, will initiate relevant restrictions on them.
