Chapter 1 General Provisions Article 1 In order to prevent and control harmful forest biological disasters, protect forest resources, maintain ecological security, and promote sustainable development of forestry, in accordance with the "Forest Law of the People's Republic of China" and " These regulations are formulated in conjunction with the Biosafety Law of the People's Republic of China, the Regulations on the Prevention and Control of Forest Diseases and Pests, and the Plant Quarantine Regulations, and other laws and regulations in conjunction with the actual conditions of this province. Article 2 These regulations shall apply to activities such as monitoring and forecasting, quarantine and inspection, prevention and eradication, supervision and management of forest pests within the administrative region of this province. Article 3 The prevention and control of forestry harmful organisms follows the principles of prevention first, scientific prevention and control, legal supervision, and strengthening responsibility, implements a working mechanism of government leadership, territorial management, departmental collaboration, and social participation, and adheres to the responsibility system of whoever operates, who controls. Article 4 People's governments at or above the county level shall formulate policies and measures to incorporate the prevention and control of forestry harmful organisms into disaster prevention and reduction systems and forestry development plans, include work funds in the fiscal budget of the same level, and coordinate to solve major problems in the work.

People's governments at or above the county level shall, based on actual needs, establish a temporary command organization for the emergency response to major sudden forestry harmful biological disasters, and organize relevant departments to perform corresponding duties in accordance with the emergency response plan.

Township people’s governments and sub-district offices are responsible for organizing and carrying out prevention and control of forest pests.

The village committee assists in the prevention and control of forest pests. Article 5 The competent forestry departments of the people's governments at or above the county level are responsible for the prevention and control of forestry pests in their respective administrative regions, and their affiliated forest prevention and quarantine agencies specifically organize and guide the investigation, monitoring, prevention and eradication of forestry pests, and perform forestry plant quarantine tasks.

Relevant departments such as development and reform, finance, public security, transportation, housing and construction, water conservancy, agriculture and rural areas should do relevant work in accordance with their respective responsibilities. Article 6 State-owned forest protection centers, state-owned forestry bureaus, forest management bureaus, and nature reserves with forest management functions and other units are responsible for the prevention and control of forest pests in their own management areas, and establish and improve forest prevention and quarantine institutions, which shall perform the tasks specified in Article 1 The responsibilities of forest prevention and quarantine agencies specified in paragraph 1 of Article 5.

Collective forest management units and individuals, under the guidance of forest prevention and quarantine agencies, are responsible for the prevention and control of forest pests within their business scope. Article 7: The prevention and control of forest pests shall implement a target responsibility system, establish an assessment and evaluation system, and incorporate it into the forest chief system assessment system.

The people's government at the higher level shall sign a responsibility letter for the prevention and control of forestry pests with the people's government at the lower level, assess the completion of the prevention and control of forestry pests by the people's government at the lower level every year, and make the assessment results public. Article 8 People's governments at all levels shall strengthen publicity, education and knowledge popularization on the prevention and control of forestry pests, set up necessary publicity boards, slogans, etc., enhance the public's awareness of the prevention and control of forestry pests, and create a social atmosphere of mass prevention and control.

The third week of April every year is Forestry Pest Control Publicity Week. Article 9 The people's governments at or above the county level shall take measures to encourage and support universities and scientific research institutes to carry out scientific research on the prevention and control of forestry pests, promote and apply advanced and applicable prevention and control technical means such as aviation prevention and control operations, and improve scientific prevention and control capabilities and level. Article 10 People's governments at or above the county level shall commend and reward units and individuals that have made outstanding achievements in the prevention and control of forest pests in accordance with relevant national regulations. Chapter 2 Monitoring and Forecasting Article 11 Forest prevention and quarantine agencies are responsible for monitoring and forecasting of forestry pests, reviewing, summarizing and reporting survey data, and issuing forecasts on the occurrence trends of forestry pests.

The forest prevention and quarantine agencies affiliated to the forestry authorities of the county-level people's governments are responsible for guiding township people's governments, sub-district offices, state-owned forest farms, state-owned forest protection centers and other units to carry out forestry pest surveys, and are responsible for national The specific work of the forestry pest center forecasting and reporting points. Article 12 Township people's governments, sub-district offices, state-owned forest farms, state-owned forest protection centers, state-owned forestry bureaus, forest management bureaus, and forest management units affiliated with nature reserves shall be equipped with forest protection officers who are responsible for organizing and implementing the implementation of forestry harmful pests. Conduct standard surveys, collect statistics, summarize and report survey results.

Article 13: Forest rangers are responsible for inspecting forest pests in their areas of responsibility, assisting forest conservation officers in standard investigation work, and reporting forest pest hazards and forest abnormalities discovered during patrols in a timely manner to forest conservation officers. Article 14 The people's governments at or above the county level and their relevant departments shall, in accordance with relevant national regulations, conduct special investigations and implement dynamic monitoring of major forestry pests such as pine wood nematode disease; monitor dangerous forestry organisms that are newly discovered or have major risks of introduction. For harmful organisms, plans should be formulated and special investigations should be carried out; special investigations of other forestry harmful organisms should be carried out in a timely manner as needed. Article 15: When relevant units and forestry producers and operators discover harm caused by harmful forest organisms, they shall promptly report to the forestry department of the local people's government in accordance with relevant regulations. After receiving the report, the forestry administrative department shall promptly send personnel to investigate and verify the report.

The forestry department of the Provincial People's Government should strengthen the construction of forestry pest monitoring information platform and promote the application of remote monitoring and diagnosis technology of forestry pests. Article 16 The forestry administrative departments of the people's governments at or above the county level shall establish and improve the early warning and forecasting system for forestry harmful organisms, and promptly release early warning and forecasting information in their respective administrative regions to the public.

The meteorological department shall provide the required meteorological service information based on the needs of forestry pest control work.

Radio, television, newspapers, periodicals, the Internet and other media shall publish authorized forestry pest early warning and forecast information free of charge. Other units and individuals are not allowed to release early warning and forecast information and disaster information to the public without authorization.
