Article 1. According to the "Fisheries Law of the People's Republic of China" and "Implementation Rules", "Measures for the Collection and Use of Fishery Resources Enhancement Protection Fees", and "Measures for the Management of Fishery Fishing Licenses" and other relevant These regulations are formulated based on the actual conditions of each sea area. Article 2 All the following fishing vessels authorized by the state to have fishing licenses issued by the sea area fishery supervision and management agency (hereinafter referred to as the sea area fishery administration branch) will be charged by the sea area fishery administration branch while issuing or annual review of fishing licenses. Protection fees (hereinafter referred to as fishery resource fees):

(1) Fishing vessels of major state-owned fishing enterprises specified in paragraph 1 of Article 7 of these Measures.

(2) Fishing boats with more than 600 horsepower from other fishing enterprises and mass fishing units.

(3) Fishing vessels operating in the open sea.

(4) Fishing vessels produced by Sino-foreign joint ventures or Sino-foreign cooperative fishing companies.

(5) Fishing vessels approved (including special licenses) by the national fishery administrative department (hereinafter referred to as the national competent department) due to special needs. Article 3 Fishery resource fees shall be levied according to the following proportions of the average annual gross output value of fishing vessels of different operating types in the previous three years:

(1) Fishing vessels operating in offshore trawling shall be levied in the Huangbo Sea District, East China Sea District, and Nanhai District. It is levied at 1%-1.5%.

(2) Fishing boats engaged in encircling, drifting and fishing operations are levied at 0.8%.

(3) Fishing vessels that harvest fishery resource species with high economic value will be levied at 5%.

(4) Fishing boats operating in the open sea are levied at 0.8%.

(5) For mining (submersible) fishing operations, 3% shall be levied. Article 4 The fishery resource fee is based on the rated total power (horsepower) of the fishing vessel's main engine. The trawler fishing boat is determined based on horsepower and output value and divided into grades, and is levied based on the horsepower of each main engine. The levy for drift net fishing vessels is based on the main engine horsepower of the operating unit. , Fishing hooks and seine fishing boats are levied based on the horsepower of the main engine of the mother ship, and the amount levied per horsepower is:

(1) Yellow and Bohai Sea Area

1. Trawlers:

For fishing boats operating in offshore waters with twin tows, each vessel has a base power of 200 horsepower. Within 200 horsepower, each horse power is taxed at 24 yuan; for those exceeding the base number, each horse power is taxed at 4 yuan.

In the open sea, fishing boats operating with double towing are based on 600 horsepower. Within 600 horsepower, each horsepower is levied at 6 yuan; for those exceeding the base, 2.3 yuan per horsepower is levied.

Fishing vessels operating in offshore and offshore waters with single towing operations will be levied according to the standard for double towing operations plus 30%.

2. Fishing boats engaged in weaving, drifting and fishing operations are taxed at RMB 8 per horsepower.

(2) Donghai District

1. Trawlers:

In offshore fishing boats operating with twin tows, each vessel has a base power of 250 horsepower. Within 250 horsepower, each horse power is taxed at 20 yuan; for those exceeding the base number, each horse power is taxed at 4 yuan.

In the open sea, fishing boats operating with double towing are based on 600 horsepower. Within 600 horsepower, each horsepower will be taxed at 6 yuan; for those exceeding the basic number, each horsepower will be taxed at 2.3 yuan.

Fishing vessels operating in offshore and offshore waters with single towing operations will be levied according to the standard for double towing operations plus 30%.

2. Fishing boats engaged in weaving, drifting and fishing operations are taxed at RMB 8 per horsepower.

(3) Nanhai District

1. Trawlers:

Offshore, each boat is based on 600 horsepower. Double trawlers with less than 600 horsepower are taxed at 5.9 yuan per horsepower, and single trawlers are taxed at 7.9 yuan per horsepower.

Outside the sea, each ship is based on 600 horsepower. Double tow trucks with less than 600 horsepower are levied at 4 yuan per horsepower, and single tow trucks are levied at 6 yuan per horsepower.

If the offshore or offshore fishing boats exceed the base number, the double tow truck will be taxed at 1 yuan per horsepower, and the single tow truck will be taxed at 2 yuan per horsepower.

2. Fishing boats engaged in sledding, drifting and fishing operations are taxed at RMB 6 per horsepower.

3. For mining (submersible) fishing operations, each horsepower is levied at 100 yuan. Article 5 The following fishing vessels and operations may increase or reduce fishery resource fees:

(1) Fishing vessels engaged in two or more operations shall be levied according to the highest standard for their operation type.

(2) Fishing vessels holding temporary fishing licenses will be levied additional fishery resource fees year by year based on the standards for similar operating fishing vessels.

In 1989, the tax was increased by 50%, in 1990, the tax was increased by 100%, and in 1991 and thereafter, the tax was increased by 150%.

(3) Fishing vessels produced in cross-sea areas approved by the national competent authorities shall be levied according to the operating time and catch output value according to the collection standards of similar operations in the sea areas visited; cross-sea fishing boats shall be levied according to the negotiation and agreement between the two parties in the sea area. Fishing boats produced in the area will be subject to an additional tax of 50% based on the standards for similar operations in the sea areas where they visit.

(4) Fishery scientific research survey vessels and teaching vessels are exempted from fishery resource fees during the period of performing survey tasks; during the teaching internship period, fishing operations are levied at half the rate.

(5) Fishing boats that have been approved to obtain special (franchised) fishing licenses for winter season operations will be subject to an additional tax of 1.5 yuan per horsepower; and have been approved to enter the fifth and sixth protected areas of the China-Japan Fisheries Agreement For fishing boats operating, an additional tax of 0.5 yuan per horsepower is imposed.

(6) With the approval of the national fishery authority or its authorized department, tugboats engaged in species resources that the state encourages the development and utilization of will be levied at half the rate. Article 6 The fishery resource fee shall be collected at one time during the issuance or annual review of fishery fishing licenses on an annual basis or during the flood season. The amount paid shall be indicated on the license, stamped with a seal, and a charge receipt designated by the financial department shall be issued. Article 7 The main state-owned fishing enterprises that are directly levied fishery resource fees by the fishery administration branch of the sea area are tentatively designated as:

Huangbo Sea Area: Qingdao, Yantai, Tianjin, Qinhuangdao, Dalian Ocean Fishery Company, Yingkou Fisheries Company .

Donghai District: Lianyungang, Jiangsu Province, Shanghai City, Zhoushan, Ningbo, Wenzhou, Fujian Provincial Marine Fisheries Company.

Nanhai District: Guangzhou City, Hainan Province, Zhanjiang, and Beihai Marine Fisheries Company.

Fishing boats with more than 600 horsepower from other fishing enterprises and mass fishing units shall be collected directly by the fishery administration branch of the sea area, or they may be entrusted to the fishery administration department in the place where the fishing boats are owned to collect them on their behalf. The collection department must use the prescribed fee receipts and special seals in accordance with the collection standards of these regulations. 10% of the fishery resource fees collected can be retained as the fishery resource fee income of the agency department, and the rest will be turned over to the fishery administration branch of the sea area.
