For technology-based small and medium-sized enterprises that have been greatly affected by the epidemic, banks are encouraged to lower loan interest rates, and insurance companies and guarantee institutions are encouraged to reduce insurance (guarantee) rates to ensure that the financing costs of technology-based small and medium-sized enterprises in 2020 are no higher than the financing costs for the same period in 2019. During the epidemic prevention and control period, enterprises with technology loans (technology performance loans, micro-credit loans, and Little Giant Credit Loans) will be subsidized based on 20% of the actual loan interest paid; companies and medical institutions engaged in research related to epidemic prevention and control will be insured. For "biomedical human clinical trial liability insurance", the premium subsidy amount will be increased from 50 to 80.

Encourage the science and technology administrative departments of each district to study and formulate policies and measures to serve the steady and healthy development of science and technology enterprises in the district.
