Article 2 These Regulations shall apply to the administration and service of foreigners' stay and residence in the administrative area of Autonomous Prefecture. Article 3 The management and service of foreigners in Autonomous Prefecture shall adhere to the principles of government-led, departmental linkage, management according to law and effective service. Fourth Autonomous Prefecture People's government is responsible for organizing the implementation of these regulations.

Article 5 The people's governments of autonomous prefectures and counties (cities) shall include the funds needed for the management and service of foreigners in the fiscal budget at the corresponding level, and increase them year by year according to the economic development. Article 6 Foreigners staying in the administrative area of Autonomous Prefecture shall abide by Chinese laws and regulations and respect national culture, customs and religious beliefs. Article 7 The people's governments of autonomous prefectures encourage foreigners to travel, do business and find jobs in autonomous prefectures, and carry out exchanges and cooperation. Eighth Autonomous Prefecture People's governments at all levels shall protect the legitimate rights and interests of foreigners according to law.

the administrative departments related to foreigners' management and services shall publish the procedures, charging standards, time limit for obtaining a permit, complaint methods, the catalogue of materials and demonstration texts to be submitted, etc., so as to provide convenience for foreigners to handle related affairs.

when foreigners handle foreign-related examination and approval matters, qualified administrative service centers or accreditation halls should provide necessary translation services. Article 9 The people's governments of autonomous prefectures shall establish a unified information platform for foreigners' management and service, so as to realize the information sharing of relevant administrative departments. Tenth financial, educational, medical, communications and other units need to verify the identity information of foreigners when handling business, they can apply to the exit-entry administration department of public security for verification. Article 11 Foreigners who are employed in the Autonomous Prefecture shall go to the human resources and social security department to apply for a foreigner's employment certificate or expert certificate according to law, and hold their relevant certificates to the public security exit-entry administration department at or above the county level to apply for residence certificates.

the employing unit shall not employ foreigners for employment without authorization in violation of state regulations. Article 12 The public security administrative department, human resources and social security department shall provide convenience for foreign experts in handling entry-exit visa documents, children's enrollment and other matters. Article 14 When foreigners live in relatively concentrated streets (communities), the management and service of foreigners should be included in the scope of community management services, and a comprehensive management and service team of foreigners in the community should be established according to actual needs to assist the public security administrative department in daily management and service such as foreigners' accommodation registration. Fifteenth foreigners stay in hotels, operators in accordance with the relevant provisions of the accommodation registration, timely and accurate entry of foreigners' accommodation information into the accommodation registration system.

if a foreigner lives or lodges in a residence other than a hotel, he/she shall, with his/her passport or other valid identity documents, register with the local police station by himself/herself or the lodger. Article 16 According to the needs of national security and stability in border areas, public security organs and state security organs may restrict foreigners and foreign institutions from setting up residences or offices in certain areas.

Article 21 If citizens, legal persons or other organizations find that foreigners have entered the country illegally, resided illegally, obtained employment illegally, engaged in religious activities illegally and are inconsistent with the reasons for staying and staying, they shall promptly report to the local public security organ or other relevant organs. Article 22 The people's governments at all levels in the Autonomous Prefecture shall commend and reward the units and individuals that have made outstanding contributions to the management and service of foreigners:

(1) reporting foreigners' illegal and criminal activities endangering national security to the public security organs or state security organs;

(2) performing their duties, actively preventing and properly handling foreign-related cases (incidents) or avoiding major foreign-related liability accidents;

(3) reporting foreigners' illegal entry, illegal residence, illegal employment, illegal religious activities and activities inconsistent with the reasons for staying and staying to the public security organ or other relevant organs;

(4) reporting illegal employment of foreigners by enterprises, institutions or private enterprises to relevant administrative departments;

(5) having made outstanding achievements in introducing and hiring middle and senior foreign talents;

(6) others who have made outstanding contributions.
