Should toilet paper be thrown into the basket or washed away?

It is only nearly 20 years since China began to popularize flush toilets on a large scale. The early toilets were not strong enough, and the sewers in residential areas were not smooth, which often caused the toilets to be unable to flush.

We have also done wetting tests on different toilet papers before, and found that some toilet papers still have strong toughness after being dipped in water, and these insoluble toilet papers will also aggravate the toilet blockage. So when I was a child, adults often told me to remember to throw toilet paper into the wastebasket after going to the toilet, not into the toilet.

As a result, when the Chinese arrived in Japan, they saw a wastebasket next to the toilet, so they threw it away. I don't know that the toilet paper used by Japanese people is basically soluble, and it will decompose itself after rushing into the sewer, so there is no need to throw it away.
