Regulations of Inner Mongolia Autonomous Region on Legal Publicity and Education

Article 1 In order to strengthen legal publicity and education, improve citizens' legal awareness and legal quality, and comprehensively promote the construction of Inner Mongolia ruled by law, these Regulations are formulated in accordance with the Constitution and relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 The main tasks of legal publicity and education are to study and publicize the Constitution, the Law on Regional National Autonomy and other laws and regulations, to cultivate citizens' awareness and habits of learning, respecting and abiding by the law, to promote enterprises, institutions, social organizations and other organizations to act in accordance with the law, to be honest and abide by the law, and to enhance the ability of state organs to make decisions according to law. Administration according to law, fair justice, improve the level of rule of law management in the whole society. Article 3 It is the common responsibility of the whole society to carry out legal publicity and education.

State organs, enterprises and institutions, social organizations and other organizations shall incorporate legal publicity and education into their work plans, and determine the corresponding institutions and personnel to organize and implement the legal publicity work of their departments, units and society.

Encourage social organizations and legal professionals to support and participate in legal publicity and education in various forms. Article 4 The publicity and education of the legal system shall be planned in a unified way and implemented in different categories, and the principles of combining regular education with centralized education, combining universal education with key education, and combining publicity and education with the practice of the rule of law shall be implemented. Fifth legal publicity and education is aimed at all citizens who have the ability to receive education, with emphasis on civil servants, teenagers, managers of enterprises and institutions, members of residents' committees and Gacha villagers' committees.

Legal publicity and education should be based on different periods of economic and social development and practical needs, determine the main content and basic requirements, and enhance pertinence and effectiveness.

Legal publicity and education in places where ethnic minorities live in compact communities should use the local spoken and written languages. Article 7 People's governments at or above the county level shall formulate plans for popularizing the law, incorporate legal publicity and education into the national economic and social development plan and the government public service system, and organize their implementation. Article 9 The judicial administrative department of the people's government at or above the county level shall be in charge of the legal publicity and education work within its administrative area, formulate and organize the implementation of the legal publicity and education work plan, and organize, guide, coordinate, inspect and evaluate the legal publicity and education work. Tenth judicial organs and administrative law enforcement departments shall, in combination with judicial and administrative law enforcement activities, carry out publicity and education on relevant laws and regulations. Article 11 The legal institution of the government shall strengthen the legal publicity and education of administrative law enforcement personnel, strictly enforce the system of certificates and qualification management of law enforcement personnel, and standardize the administrative law enforcement behavior. Article 12 The competent department of civil servants shall incorporate basic legal knowledge and business-related legal knowledge into the recruitment examination, initial training, on-the-job training, specialized business training and on-the-job training of civil servants. Thirteenth administrative departments of culture, press and publication, radio and television shall organize and guide the relevant units to do a good job in the creation, performance, publication and broadcasting of literary and artistic works on legal subjects, and strengthen the production and compilation of Mongolian legal publicity and education works.

Radio, television, newspapers, Internet and other mass media should set up legal programs and columns to carry out public welfare legal publicity and education. Fourteenth education administrative departments should incorporate legal publicity and education into the teaching content of schools at all levels and organize their implementation.

All kinds of schools at all levels should implement plans, teaching materials, class hours and teachers according to the physiological and psychological characteristics and acceptance ability of students of different ages, and carry out legal publicity and education and legal practice activities. Fifteenth economic management departments and trade associations shall publicize and educate the main managers of various subjects they manage or contact, and guide and urge the employing units to educate their employees in the legal system. Sixteenth public security, civil affairs, human resources and social security, letters and visits and other departments. Should be in accordance with their respective responsibilities, strengthen the legal publicity and education of migrant workers, migrant workers, unemployed people, petitioners and other management and service objects, guide them to learn the law and abide by the law, and improve their ability to safeguard their legitimate rights and interests according to law. Article 17 Prisons, reeducation-through-labor camps, detention centers, community correction institutions, detention centers and compulsory isolation drug rehabilitation centers shall, according to their respective functions and duties, incorporate legal publicity and education into the education and reform plans for criminals, reeducation-through-labor personnel, community correction personnel, administrative detainees and drug addicts and organize their implementation. Article 18 Trade unions, communist youth leagues, women's federations, disabled persons' federations and other organizations shall, according to their respective work scope and characteristics, popularize relevant legal knowledge and safeguard the legitimate rights and interests of workers, teenagers, women and children and the disabled. Article 19 Sumu Township People's governments and sub-district offices shall publicize laws and regulations closely related to the production and life of grassroots people, guide the masses to safeguard their rights and interests, express their demands and resolve disputes according to law, and improve their awareness and ability to participate in grassroots autonomy and social management activities.
