Application procedures for tertiary disability allowance:

1. I or my legal guardian shall apply to the township (town) government or sub-district office where the household registration is located. Fill in the Audit Form of Living Allowance for Difficult Disabled Persons and the Audit Form of Nursing Allowance for Severe Disabled Persons (see Annex 1 and 2, hereinafter referred to as the Audit Form), and provide resident ID card or household registration book, disabled card and its copy. Poor disabled people also provide proof of difficulties and copies. If it is really difficult for individuals to apply, they may entrust others or local village (neighborhood) committees to apply on their behalf.

2. The township government (sub-district office) relies on the "one-stop acceptance and collaborative handling" mechanism of social assistance and social services to accept applications, identity, disability level, proof of difficulties, etc ... The preliminary examination should be completed within 10 working days. If it meets the requirements, it shall sign an opinion on the audit form. If the preliminary examination does not meet the requirements, it shall notify the applicant in writing and inform the reasons. The results of the preliminary examination have been publicized for more than 7 days in the publicity column of the village (neighborhood) Committee where the applicant is located and in the eye-catching position of the villagers' groups and communities. After no objection, report to the county disabled persons' Federation for review.

The finance department at the county (city, district) level will punch the funds into the bank account opened by the subsidy object in the financial institution on a monthly basis, and the living allowance for the disabled with difficulties shall be marked as "residual supplement" and the nursing allowance for the severely disabled shall be marked as "nursing supplement". Encourage qualified cities and counties (cities, districts) to refine the categories and standards of subsidies according to the actual situation, and issue subsidies for the care of severely disabled people in the form of reimbursement or government purchase of services. Encourage the placement of severely disabled people in nursing homes, apartments for the elderly and other service institutions for centralized care by purchasing services.

Scope of subsidies for the third-level disabled:

1, scope of living allowance for disabled people with difficulties. Refers to the minimum living security object with Anhui household registration, poor households with a file card, and disabled persons with a disability level of four or above who hold the People's Republic of China (PRC) Disabled Persons' Card. Where conditions permit, low-income relief objects and disabled people from poor families who have spent money due to illness can be included in the scope of protection.

2. Nursing subsidies for severely disabled people. Refers to a severely disabled person with Anhui household registration, a People's Republic of China (PRC) Disabled Persons' Card, and a disability level of Grade I or II, who needs long-term care. Where conditions permit, it can be extended to non-severe intellectual, mental disabled or other disabled people.

3. Eligible disabled people can apply for living allowance for disabled people with difficulties and nursing allowance for severely disabled people at the same time. At the same time, people with disabilities who meet the conditions of two subsidies for the disabled and living care subsidies (allowances) for the elderly, disabled people on duty and retirees. You can choose to apply for one of the living care subsidies (allowances). Disabled children who enjoy the basic living security policy for orphans do not enjoy the living allowance for disabled people with difficulties, but they can enjoy the nursing allowance for severely disabled people. Persons with disabilities who receive work-related injury insurance and are included in the special hardship support guarantee do not enjoy the living allowance for the disabled with difficulties and the nursing allowance for the severely disabled.
