Article 3 The management of coastal defense shall follow the principle of "whoever is in charge shall be responsible", perform their duties, cooperate closely, implement comprehensive management, and combine management with construction. Article 4 Coastal areas of this province shall have coastal defense management committees above counties (cities, districts), coastal defense management leading groups at townships (towns, streets) and coastal defense management working groups at villages. County-level coastal defense management committees are responsible for coastal defense management within their respective administrative areas. Article 5 the basic tasks of coastal defense management:

Article 6 Responsibilities of coastal defense management committees at all levels

(1) To implement the laws, regulations, guidelines and policies of the state on coastal defense management, and to implement the decisions and instructions of the higher-level coastal defense management;

(2) To study and formulate specific measures for comprehensive coastal defense management and handle coastal defense management affairs;

(3) organizing and coordinating the problems arising from the coastal defense management of relevant departments;

(4) Supervise and inspect the implementation of coastal defense management;

(5) Investigate, analyze and study the coastal defense management, and submit reports and suggestions to the higher authorities and the government at the corresponding level in due course. Article 7 Anti-smuggling at sea shall be implemented by the customs and public security frontier departments in accordance with the provisions of national laws and regulations; Combating maritime robbery and smuggling activities is mainly carried out by the public security frontier defense department, with the assistance of other departments; The management of individual ships, Hong Kong, Macao and Taiwan ships and refugee ships shall be managed by the public security frontier defense department in conjunction with relevant departments. Article 8 Responsibilities of the public security (frontier defense) department

(1) Responsible for public security and household registration management of ports, ships, special industries and public places;

(2) to inspect and supervise Taiwan ships; Strengthen the management of entry and exit of foreigners and personnel from Hong Kong, Macao and Taiwan, and do a good job in the management of labor transportation to Taiwan;

(3) carry out anti-smuggling and anti-smuggling work;

(4) to carry out intelligence research on coastal defense management and master the coastal defense management;

(5) crack down on all kinds of illegal and criminal acts that endanger the safety of coastal defense. Article 9 Obligations of citizens in coastal defense management

Article 13 The directors and staff members of units responsible for coastal defense management shall be given administrative sanctions if they violate the law, collude to protect private interests, neglect their duties, and cause accidents, thus causing losses to national interests; If the case constitutes a crime, criminal responsibility shall be investigated according to law.
