Regulations of Bayannur Municipality on the Protection of Yinshan Rock Paintings

Article 1 In order to inherit the excellent cultural heritage of the Chinese nation, protect the Yinshan Rock Paintings in Bayannaoer City (hereinafter referred to as Yinshan Rock Paintings) and promote scientific research, these Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the protection, management and utilization of Yinshan rock paintings. If the superior law has already made provisions, its provisions shall prevail.

These Regulations apply to Yinshan Rock Paintings that have not been approved and published as cultural relics protection units and have been registered and published by the cultural relics administrative department of the people's government of the city or county.

The Yinshan rock paintings mentioned in these Regulations refer to historical and cultural relics such as symbols, pictures and words distributed in the administrative area of this Municipality and carved, chiseled and drawn by ancient humans on rocks and gullies, which reflect the production and life, customs, religious beliefs, natural environment and social outlook of human beings at that time. Article 3 The protection of Yinshan rock paintings shall adhere to the principles of scientific planning and original protection, and keep the authenticity and integrity of Yinshan rock paintings attached to the environment and cultural landscape. Article 4 All organizations and individuals have the obligation to protect Yinshan rock paintings according to law, and have the right to stop and report acts of destroying Yinshan rock paintings. Article 5 The people's governments of Sumu city, county and town shall be responsible for the protection of Yinshan rock paintings within their respective administrative areas, define the institutions responsible for the management of Yinshan rock paintings in accordance with the prescribed authority and procedures, and strengthen personnel construction. Article 6 The municipal and county people's governments shall incorporate the protection of Yinshan rock paintings into the national economic and social development plan at the corresponding level, and include the required funds in the fiscal budget at the corresponding level to ensure that the protection of Yinshan rock paintings is compatible with the level of national economic and social development. Article 7 The departments in charge of cultural relics of the municipal and county people's governments shall supervise and manage the protection of Yinshan rock paintings within their respective administrative areas.

(seven) to rescue and protect the scattered, immovable, severely weathered and endangered rock paintings in the form of images, drawings and digitalization;

(eight) for the inability to implement the protection of the original site, it shall be moved to the state-owned cultural relics collection unit designated by the relevant departments according to law;

(9) Establish a patrol system for the protection of Yinshan rock paintings. According to the distribution of Yinshan rock paintings, we can employ the inspector of Yinshan rock paintings to patrol according to law and carry out daily management such as investigation, monitoring and patrol.

(six) other acts prohibited by laws and regulations. Eleventh in Yinshan rock painting protection scope and construction control zone, shall not carry out the following activities:

(a) storage of explosive, flammable, radioactive, toxic, corrosive and other items that endanger the safety of Yinshan rock paintings;

(two) engaged in blasting, shooting, mountain cutting, digging, moving soil, sand mining, quarrying, digging ponds, burning bricks and other activities;

(three) occupy or destroy the designated green space, water system and roads;

(four) set up stalls without authorization;

(5) Discharging pollutants and dumping wastes at will;

(6) building cemeteries;

(seven) planting plants that endanger Yinshan rock paintings;

(eight) other activities prohibited by laws and regulations.

If it is necessary to engage in the activities listed in the second paragraph of the preceding paragraph in the protection scope and construction control zone of Yinshan rock paintings due to special circumstances, it shall be handled in accordance with the provisions of relevant laws and regulations.
