If necessary, members of the village working group and mass organizations can be invited to send representatives to attend the villagers' meeting. The meeting must first announce and explain the deliberation opinions, and then vote on the deliberation opinions. For resolutions that most people agree with but a few people oppose, visit the people again to find out the reasons, do a good job of explanation, and win more support. For matters that fail to pass, we should conduct an in-depth analysis of the reasons. If the decision is indeed wrong, it should be stopped in time. If the idea is correct but the conditions are not mature or the measures are not perfect, the project will be reviewed after the conditions are mature and the measures are perfect.

(5) Two disclosures? Announcements and resolutions must be publicized for 7 days at village activity venues and on the public notice boards of various districts and districts. The forms of publicity can be diverse to ensure that the public understands and the publicity is wide. . For individual people who have doubts, we must patiently and meticulously explain, publicize and provide ideological guidance. If the changes are significant, the "Four Discussions and Two Openness" working procedures will continue to be used.

The disclosure of implementation results must be carried out within one week after the work is completed. The form of disclosure is variable, but it must be broad, clear and detailed. For those involving fund receipts and expenditures, the account receipts and expenditures must also be disclosed.

3. Work requirements

First, strengthen leadership and supervision. Combined with the education and training of party members, we should pay close attention to the training of cadres, improve the level of village cadres in carrying out the work of "four discussions and two disclosures", promote the standardization of work, and make the work of "four discussions and two disclosures" a long-term mechanism to promote the construction of grassroots democracy.

The third is to conduct strict assessment to ensure effectiveness.
