Article 5 The housing and urban-rural development departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the construction and management of cities. Article 10 The people's governments of autonomous prefectures and counties (cities) should improve the overall coordination and guarantee mechanism of urban management, build a digital urban management platform, promote the interconnection and open sharing of public data resources, and promote grid management methods. Article 11 The county (city) people's government shall demarcate the urban planning area and return it to the city, rationally arrange commercial outlets, and standardize business activities. Chapter 3 Municipal Public Facilities Article 12 The people's governments of autonomous prefectures and counties (cities) shall strengthen the construction of public transportation infrastructure, establish a grid road network system, expand public transportation coverage, and increase public transportation facilities. Article 16 The county (city) people's government shall strengthen the construction of underground pipeline trenches and other facilities, establish an underground pipeline information supervision platform, realize the full sharing of various pipeline information, and formulate emergency disaster prevention plans. Chapter 4 Urban Appearance and Environmental Sanitation Article 18 The county (city) people's government shall strengthen the publicity of scientific knowledge about urban appearance and environmental sanitation, improve citizens' awareness of environmental sanitation, and develop good hygiene habits.

Responsibility system shall be implemented for urban appearance and environmental sanitation work.

Article 19 The installation of outdoor facilities shall ensure safety and beautiful appearance, and shall not affect the appearance of the city. Article 20 The county (city) people's government shall, in accordance with the principles of convenience for the masses and reasonable layout, and on the premise of not affecting fire safety, road traffic and residents' lives, may delimit temporary stall business areas. Temporary stall operators should pay attention to environmental protection and keep the business area clean and tidy and the facilities intact. Article 21: Effective control and epidemic prevention measures must be taken when raising dogs, and they must not affect environmental sanitation or the lives of others.
