Measures for the administration of crop seed labels and instructions for use

Article 1 In order to strengthen the management of crop seed labels, standardize the production, labeling and use of labels, and protect the legitimate rights and interests of seed producers, operators and users, these Measures are formulated in accordance with the relevant provisions of the Seed Law of People's Republic of China (PRC). Article 2 The seeds of crops sold (managed) in People's Republic of China (PRC) shall be labeled, and the production, labeling, use and management of labels shall abide by these Measures. Article 3 The term "label" as mentioned in these Measures refers to specific patterns and text descriptions fixed on the surface, inside and outside of seed packaging.

For seeds that can be sold without processing and packaging, labels refer to specific patterns and text descriptions provided by seed operators to seed users when selling seeds. Chapter II Labeling Contents Article 4 The crop seed label shall be marked with the crop variety, seed category, variety name, place of origin, seed business license number, quality index, quarantine certificate number, net content, year and month of production, producer name, producer address and contact information. Article 5 In any of the following circumstances, a separate supplementary explanation shall be given:

(a) the main crop seeds should be marked with the seed production license number and variety approval number;

(two) two or more kinds of mixed seeds shall be marked with the words "mixed seeds", indicating the names and proportions of various seeds;

(3) The seeds treated with chemicals shall be marked with the name of chemicals, effective components and contents, and precautions; According to the drug toxicity warning sign with skeleton or cross bone, the word "toxic" is marked in red;

(4) Genetically modified seeds shall be marked with the words "genetically modified", batch number of commercial production license and safety control measures;

(5) The label of imported seeds shall indicate the name of the importer, the import and export license number of seeds and the approval number of imported seeds;

Seeds should be marked with the packaging unit and packaging date;

(seven) if the seeds contain weed seeds, the species and proportion of harmful weeds should be increased. Article 6 The types of crops shall be subject to the types of plant taxonomy.

Seed categories are marked according to conventional species and hybrids. If the category is conventional species, it may not be specifically marked. At the same time, the first generation seed categories are marked according to breeder seeds, original seeds, hybrid parent seeds and field seeds. If the category is field seed, there may be no special mark.

The variety name shall conform to the regulations of People's Republic of China (PRC) on the protection of new plant varieties and its detailed rules for implementation. If it is an authorized variety or an approved variety, the approved name shall be used. Seventh place of origin refers to the location of seed breeding, marked to the provincial level according to the largest administrative division.

The origin of imported seeds shall be marked according to the Interim Provisions of People's Republic of China (PRC) on the Origin of Imported Goods. Article 8 Quality index refers to the quality index promised by the manufacturer, which is marked according to the purity, purity, germination rate and moisture index of the variety.

National standards or industry standards have other requirements for the quality of some crop seeds, which should be increased. Article 9 The quarantine certificate number shall indicate the origin quarantine certificate number or the plant quarantine certificate number.

The import seed quarantine certificate number refers to the number of the Import Seed Seedling Quarantine Approval Form. Article 10 The date of production refers to the time when seeds are harvested. The year and month are represented by the following examples: July 2000 is marked as July 2000. Eleventh net content refers to the actual weight or quantity of seeds, expressed in kilograms (kg), grams (g), grains or plants. Twelfth producers refer to the original commodity seed suppliers. Importer refers to the unit that directly buys seeds from abroad. Thirteenth producer address according to the address, contact telephone number or fax number indicated in the seed business license. Chapter III Production, Use and Management Article 14 Labels shall be marked in standardized Chinese, printed clearly, with a font height of not less than 65,438+0.8 mm and eye-catching warning signs. You can use pinyin and other characters at the same time, and the font is smaller than the corresponding Chinese. Article 15 The contents of the label can be printed directly on the surface of the package, or printed matter can be fixed outside the package or placed inside the package, but the crop type, variety name, manufacturer, quality index, net content, production year and month, warning signs and "genetically modified" contents must be outside the package.

For seeds that can be sold without processing and packaging, labels should be printed and provided to seed users when selling seeds.

The printed materials shall have sufficient strength, and the length and width shall not be less than 12cm× 8cm. According to the seed type, different colors can be used. Breeding seeds use white with purple monoclinic stripes, original seeds use blue, parent seeds use red, and field seeds use a single color except white or blue-red. Sixteenth seed labels are printed by seed operators according to these measures. The label of certified seeds shall be printed by the seed certification institution, and the contents not marked on the certification label shall be printed and marked separately by the seed operator. Article 17 The packaging specifications of seeds packaged with seed labels shall be the inseparable minimum packaging. Eighteenth in violation of the relevant provisions of these measures, shall be punished according to the provisions of article sixty-second of the "seed law". Chapter IV Supplementary Provisions Article 19 The description of the brief characteristics, main cultivation measures and conditions of use required by seed users in Article 32 of the Seed Law may be printed on the label or separately.
