Chapter I General Provisions

Article 3 Outdoor advertising as mentioned in these Measures refers to:

(1) Setting up and publishing advertisements such as street signs, light boxes, neon lights, electronic display boards (screens), shop windows, signboards, physical models, fabrics, balloons, colorful flags, arches, guardrails, mannequins, etc. on roads, bridges, squares, airports, stations, docks and other public, owned or owned venues, buildings or spaces;

(2) Setting up, drawing, posting and hanging advertisements by various means of transportation, floating objects on water or flying objects in the air;

Article 4 The contents of outdoor advertisements shall be true and lawful, conform to the requirements of socialist spiritual civilization construction, and shall not deceive or mislead the public.

The language, characters, Chinese Pinyin and units of measurement used in outdoor advertising must meet the national legal standards, and the writing norms are accurate.

The fifth municipal administrative department of city appearance is the comprehensive management department of outdoor advertising in this Municipality, and is responsible for the unified layout and comprehensive coordination of outdoor advertising management in this Municipality.

The municipal administrative department for industry and commerce is the supervision and management department of outdoor advertising in this Municipality, and is responsible for the qualification examination of outdoor advertising operators and the examination, registration, supervision and management of outdoor advertising contents.

Planning and urban construction. Public security, environmental protection and other relevant departments shall, within the scope of their respective duties, cooperate with the administrative department of city appearance and the administrative department for industry and commerce to do a good job in outdoor advertising management.

Article 6 The administrative department of city appearance, the administrative department for industry and commerce and other relevant administrative departments shall strictly perform the statutory duties of outdoor advertising management, adhere to management according to law and civilized law enforcement, fulfill commitments and coordination, provide quality services for outdoor advertisers, and consciously accept social supervision.

The administrative department responsible for the layout, examination, supervision and management of outdoor advertising and its entrusted organizations shall not engage in or participate in outdoor advertising business activities in any form, nor shall they accept the affiliation of outdoor advertising operators.

Seventh outdoor advertisements set up according to law shall not be occupied, damaged or removed by any unit or individual within the validity period.
